The 'nationality question' was long central to Soviet thought and policy, and the failure to provide a convincing answer played a major role in the break-up of the Soviet Union into ethnically or nationally defined states. Zisserman-Brodsky explores various explanations of nationalism and its resurgence through a close and unprecedented examination of dissident writings of diverse ethnic groups in the former Soviet Union, thereby bridging macro-theory with micro-politics. Dissident ethnic networks were a crucial independent institution in the Soviet Union, and a basis of civil society. Voicing the discontent and resentment of the periphery at the policies of the centre or metropole, the dissident writings, known as samizdat highlighted anger at deprivations imposed in the political, cultural, social and economic spheres. Ethnic dissident writings drew on values both internal to the Soviet system and international as sources of legitimation; they met a divided reaction among Russians, with some privileging the unity of the Soviet Union and others sympathetic to the rhetoric of national rights. This focus on national, rather than individual, rights helps explain developments since the fall of the Soviet Union, including the prevalence of authoritarian governments in newly independent states of the former Soviet Union.

Demands for national independence among ethnic minorities around the world suggest the power of nationalism. Contemporary nationalist movements can quickly attract fervent followings, but they can just as rapidly lose support. In Constructing Grievance, Elise Giuliano asks why people with ethnic identities throw their support behind nationalism in some cases but remain quiescent in others. Popular support for nationalism, Giuliano contends, is often fleeting. It develops as part of the process of political mobilization—a process that itself transforms the meaning of ethnic identity. She compares sixteen ethnic republics of the Russian Federation, where nationalist mobilization varied widely during the early 1990s despite a common Soviet inheritance. Drawing on field research in the republic of Tatarstan, socioeconomic statistical data, and a comparative discourse analysis of local newspapers, Giuliano argues that people respond to nationalist leaders after developing a group grievance. Ethnic grievances, however, are not simply present or absent among a given population based on societal conditions. Instead, they develop out of the interaction between people’s lived experiences and the specific messages that nationalist entrepreneurs put forward concerning ethnic group disadvantage. In Russia, Giuliano shows, ethnic grievances developed rapidly in certain republics in the late Soviet era when messages articulated by nationalist leaders about ethnic inequality in local labor markets resonated with people’s experience of growing job insecurity in a contracting economy. In other republics, however, where nationalist leaders focused on articulating other issues, such as cultural and language problems facing the ethnic group, group grievances failed to develop, and popular support for nationalism stalled. People with ethnic identities, Giuliano concludes, do not form political interest groups primed to support ethnic politicians and movements for national secession.
Nathan A. Kurz charts the fraught relationship between Jewish internationalism and international rights protection in the second half of the twentieth century. For nearly a century, Jewish lawyers and advocacy groups in Western Europe and the United States had pioneered forms of international rights protection, tying the defense of Jews to norms and rules that aspired to curb the worst behavior of rapacious nation-states. In the wake of the Holocaust and the creation of the State of Israel, however, Jewish activists discovered they could no longer promote the same norms, laws and innovations without fear they could soon apply to the Jewish state. Using previously unexamined sources, Nathan Kurz examines the transformation of Jewish internationalism from an effort to constrain the power of nation-states to one focused on cementing Israel's legitimacy and its status as a haven for refugees from across the Jewish diaspora.
Intelligentsia assumes the right to speak in the name of the entire nation and to extrapolate its own tastes, values and choices to it. Therefore, intelligentsia's voices have been in many ways decisive in the discussions about Ukrainian national identity, which gained momentum in the post-Soviet Ukrainian society. The historical and cultural cityscape of L'viv is an especially apt site for investigation of the nexus intelligentsia-nation not only in the Ukrainian, but in the East-Central European context. This borderline city, while not being a remarkable industrial, administrative or political centre, has acquired the reputation of a site of unique cultural production and a principal center of the Ukrainian nationalist movement throughout the twentieth century. Here the popular conceptions of intelligentsia have been elaborated at the intersection of various cultural, historical and political traditions. This study addresses Ukrainian-speaking intelligentsia and intellectuals in L'viv both as a discursive phenomenon and as the social category of cultural producers who in the new circumstances both articulate the nation and are articulated by it.
Jeff Sahadeo reveals the complex and fascinating stories of migrant populations in Leningrad and Moscow. Voices from the Soviet Edge focuses on the hundreds of thousands of Uzbeks, Tajiks, Georgians, Azerbaijanis, and others who arrived toward the end of the Soviet era, seeking opportunity at the privileged heart of the USSR. Through the extensive oral histories Sahadeo has collected, he shows how the energy of these migrants, denigrated as "Blacks" by some Russians, transformed their families' lives and created inter-republican networks, altering society and community in both the center and the periphery of life in the "two capitals." Voices from the Soviet Edge connects Leningrad and Moscow to transnational trends of core-periphery movement and marks them as global cities. In examining Soviet concepts such as "friendship of peoples" alongside ethnic and national differences, Sahadeo shows how those ideas became racialized but could also be deployed to advance migrant aspirations. He exposes the Brezhnev era as a time of dynamism and opportunity, and Leningrad and Moscow not as isolated outposts of privilege but at the heart of any number of systems that linked the disparate regions of the USSR into a whole. In the 1980s, as the Soviet Union crumbled, migration increased. These later migrants were the forbears of contemporary Muslims from former Soviet spaces who now confront significant discrimination in European Russia. As Sahadeo demonstrates, the two cities benefited from 1980s' migration but also became communities where racism and exclusion coexisted with citizenship and Soviet identity.
Tracing the origins, evolution, and goals of Polish and Estonian émigré politics in Cold War Sweden and its linkages with both the host and homeland societies, this book investigates the transnational dimension of resistance and opposition to the communist regimes in Central and Eastern Europe. The analysis of the constantly shifting, at times conspiratorial, and even subversive networks that transcended the Iron Curtain draws a line from World War II to the collapse of the Soviet Union, framing half a century of transnationally concerted political activism in a geographical context that has not received much scholarly attention. Challenging the image of the Baltic Sea Region as a periphery of the European Cold War theater, the topography of the multilayered and complex linkages between neutral Sweden and her opposite coasts suggests that the small inland sea was a particularly vibrant setting for processes that efficiently defied the rigid border regimes of the Cold War era. This book relates both to ongoing historiographical debates about the scope and extent of East-West contacts that developed underneath the radar of international diplomacy and to the question of the role, significance, and impact of émigré politics during the Cold War. Embedding the dynamics of transnationally framed opposition in the wider context of political, economic, and cultural relations at the northeastern peripheries of divided Europe, the study not only sheds new light on so far still unexplored facets of interaction and cooperation between societies in East and West, but also offers a first comprehensive synthesis of the Baltic Sea Region’s post-war history.
In the last years of their existence, the Union of Soviet Socialist Republics (USSR) and the Socialist Federal Republic of Yugoslavia (SFRY) found themselves facing a similar and very grim state of affairs. After their disintegration, the former Yugoslav republics spiralled into a set of ethnic conflicts that did not leave a single one of them unscathed, and in the ex-Soviet space, conflicts were far more limited. This book offers an in-depth analysis of the difference in state collapses and ensuing conflicts in the Soviet Union and Yugoslavia by focusing on their asymmetric ethnofederal structure and the different dynamics of ethnic mobilization that the federal units experienced. Moreover, it explores the links between identity politics and international relations, as the latter has been a latecomer in research on ethnonationalism and ethnic conflict. Finally, it contributes to the literature on the democratization-conflict nexus by proposing that the sequencing of ethnic mobilization and political liberalization has significant effects on the likelihood of conflict.
