Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Almost ten years on from the official end of wars in Sierra Leone (2002) and Liberia (2003), attention is shifting from post-war peacebuilding to longer-term development. What headway has been made? What challenges lie ahead? And what lessons that can be learnt? Creating and Governing Cultural Heritage in the European Union: The European Heritage Label provides an interdisciplinary examination of the ways in which European cultural heritage is created, communicated, and governed via the new European Heritage Label scheme. Drawing on ethnographic field research conducted across ten countries at sites that have been awarded with the European Heritage Label, the authors of the book approach heritage as an entangled social, spatial, temporal, discursive, narrative, performative, and embodied process. Recognising that heritage is inherently political and used by diverse actors as a tool for re-imagining communities, identities, and borders, and for generating notions of inclusion and exclusion in Europe, the book also considers the idea of Europe itself as a narrative. Chapters tackle issues such as multilevel governance of heritage; geopolitics of border-crossings and border-making; participation and non-participation; and embodiment and affective experience of heritage. Creating and Governing Cultural Heritage in the European Union advances heritage studies with an interdisciplinary approach that utilises and combines theories and conceptualizations from critical geopolitics, political studies, EU and European studies, cultural policy research, and cultural studies. As such, the volume will be of interest to scholars and students engaged in the study of heritage, politics, belonging, the EU, ideas, and narratives of Europe.
This open access book discusses political, economic, social, and humanitarian challenges that influence both how people deal with their past and how they build their identities in contemporary Europe. Ongoing debates on migration, on local, national, inter- and transnational levels, prove that it is a divisive issue with regards to understanding European integration and identity. At the same time, the European Union increasingly invests in projects related to European heritage, museums, and cultural memory networks, while having to take dissonant heritages into account. These processes in their combination offer an interesting dynamic and form the complex puzzle that poses challenging questions for anyone involved in academic research, heritage practices, and policy debates. With this puzzle at its core, this book explicitly focuses on slippery and transforming notions of Europe and critically discusses ongoing and transforming power structures of heritage and memory in today’s Europe. The book combines theoretical and methodological contributions to the debates on European heritage and memory studies and in-depth analyses of empirical case studies. Its main aim is to bring research fields concerning memory and heritage into a closer dialogue and thus explore the cultural and political dynamics of contemporary Europe.
After the French Revolution and the Napoleonic Wars, the leaders of Europe at the Congress of Vienna aimed to establish a new balance of power. The settlement established in 1815 ushered in the emergence of a genuinely European security culture. How can we know if the peace that has been established following a civil war is a stable peace? More than half of all countries that experienced civil war since World War II have suffered a relapse into violent conflict, in some cases more than once. Meanwhile, the international community expends billions of dollars and deploys tens of thousands of personnel each year in support of efforts to build peace in countries emerging from violent conflict. This book argues that efforts to build peace are hampered by the lack of effective means of assessing progress towards the achievement of a consolidated peace. Rarely, if ever, do peacebuilding organizations and governments seek to ascertain the quality of the peace that they are helping to build and the contribution that their engagement is making (or not) to the consolidation of peace. More rigorous assessments of the robustness of peace are needed. These assessments require clarity about the characteristics of, and the requirements for, a stable peace. This in turn requires knowledge of the local culture, local history, and the specific conflict dynamics at work in a given conflict situation. Better assessment can inform peacebuilding actors in the reconfiguration and reprioritization of their operations in cases where conditions on the ground have deteriorated or improved. To build a stable peace, it is argued here, it is important to take the measure of peace.
