This report--a joint effort of the Federal Reserve's Community Affairs function and the Brookings Institution's Metropolitan Policy Program--examines the issue of concentrated poverty and profiles 16 high-poverty communities from across the country, including immigrant gateway, Native American, urban, and rural communities. Through these case studies, the report contributes to our understanding of the dynamics of poor people living in poor communities, and the policies that will be needed to bring both into the economic mainstream. It is not the intention of this publication to explain poverty causation. Instead, the goal is to add texture to our understanding of where and how concentrated poverty exists, by studying new areas and by interviewing local stakeholders, including residents, community leaders, and government representatives, to understand how concentrated poverty affects both individuals and communities. Do regional approaches to affordable housing actually result in housing production and, if so, how? Regional Approaches to Affordable Housing answers these critical questions and more. Evaluating 23 programs across the nation, the report begins by tracing the history of regional housing planning in the U.S. and defining contemporary big picture issues on housing affordability. It examines fair-share regional housing planning in three states and one metropolitan area, and follows with an appraisal of regional housing trust funds--a new phenomenon. Also assessed are an incentive program in the Twin Cities region and affordable housing appeals statutes in Massachusetts, Rhode Island, and Connecticut. The study looks at recent private-sector initiatives to promote affordable housing production in the San Francisco Bay area and Chicago. A concluding chapter proposes a set of best and second-best practices. Urban agriculture is rising steadily in popularity in the United States and Canada - there are stories in the popular press, it has an increasingly central place in the growing local food movement, and there is a palpable interest in changing cities to foster both healthier residents and more sustainable communities. The most popular form of urban agriculture, community gardening, contributes significantly to developing social connections, building capacity, and empowering communities in urban neighborhoods. Older, industrial cities such as Cleveland, Detroit, and Buffalo, with their drastic loss of population and their acres of vacant land, are emerging as centers for urban agriculture initiatives - in essence, becoming laboratories for the future role of urban food production in the postindustrial city.
