This report responds to pressing questions for policymakers in Eurasian cities and national governments. Faced with changing economic circumstances and a reorientation of trade toward Europe and Asia, will Eurasia's cities be able to adjust? Will some cities be granted the flexible regulations and supportive policies necessary for growth? And will some be permitted to shrink and their people assisted in finding prosperity elsewhere in the region? Even as Eurasian cities diverge, they face shared challenges. Policymakers have a key role in assisting spatial restructuring, particularly in addressing imperfect information and coordination failures. They can do so by rethinking cities, better planning them, better connecting them, greening them and finding new ways to finance these changes. Eurasian cities will also have to find the right balance between markets and institutions to become sustainable. As the World Development Report 2009: Reshaping Economic Geography illustrates, Eurasia (excluding Russia) is a 3D region- a region with low density, long distance, and many divisions. Securing accessibility to leading regional markets such as China, India, and Russia is thus critical. This will require key institutions to be developed to unite the countries, key connective infrastructures to be established between domestic and regional markets, and targeted interventions to be undertaken to compensate countries for short-term losses from this deepened economic integration. Policymakers at the highest levels in these countries should put accessibility at the top of their agendas.
Time and matter are the most fundamental concepts in physics and in any science-based description of the world around us. Quantum theory has, however, revealed many novel insights into these concepts in non-relativistic, relativistic and cosmological contexts. The implications of these novel perspectives have been realized and, in particular, probed experimentally only recently. In the papers in this proceedings, these issues are discussed in a truly interdisciplinary fashion from philosophical and historical perspectives. The leading contributors, including Nobel laureates T W H'nsch and G t' Hooft, address both experimental and theoretical issues.

The critique of modernist ideology from France's leading radical theorist In this book Jacques Rancière radicalises his critique of modernism and its postmodern appendix. He contrasts their unilinear and exclusive time with the interweaving of temporalities at play in modern processes of emancipation and artistic revolutions, showing how this plurality itself refers to the double dimension of time. Time is more than a line drawn from the past to the future. It is a form of life, marked by the ancient hierarchy between those who have time and those who do not. This hierarchy, continued in the Marxist notion of the vanguard and nakedly exhibited in Clement Greenberg’s modernism, still governs a present which clings to the fable of historical necessity and its experts. In opposition to this, Rancière shows how the break with the hierarchical conception of time, formulated by Emerson in his vision of the new poet, implies a completely different idea of the modern. He sees the fulfilment of this in the two arts of movement, cinema and dance, which at the beginning of the twentieth century abolished the opposition between free and mechanical people, at the price of exposing the rift between the revolution of artists and that of strategists.
Over the past several decades, commercial air traffic has been growing at a far greater rate than airport capacity, causing airports to become increasingly congested. How can we accommodate this increased traffic and at the same time alleviate traffic delays resulting from congestion? The response outside the US has been to set a maximum number of slots and use administrative procedures to allocate these among competing airlines, with the most important consideration being 'grandfather rights' to existing carriers. The United States, on the other hand, has used administrative procedures to allocate slots at only four airports. In all other cases, flights have been handled on a first-come, first-served basis, with aircraft queuing for the privilege of landing or taking off from a congested airport. While recognizing the advantages of slot systems in lessening delays, economists have criticized both approaches as being sub-optimal, and have advocated procedures such as slot auctions, peak-load pricing and slot trading to better utilize congested airports. Edited by an international team of air transport economists and drawing on an impressive list of contributors, Airport Slots provides an extremely comprehensive treatment of the subject. It considers the methods currently used to allocate slots and applies economic analysis to each. The book then explains various schemes to increase public welfare by taxing or pricing congestion, and describes alternate slot-allocation schemes, most notably slot auctions. In addition, Airport Slots outlines the complexities involved in slot-allocation methods, including the requirement for multiple slots - a take-off slot at London Heathrow is useless unless there is a landing slot available at Frankfurt for a London Frankfurt flight. The ongoing deregulation and liberalization of worldwide air transport markets confronts airport planners with an increasingly problematic context. On the one hand, the capital intensive, large-scale and complex airport investments need a detailed, long/medium-term planning of airport infrastructure. Such planning requires at least predictable traffic volumes (and traffic composition) within the planning horizon. On the other hand, airline route networks are increasingly dynamic structures that frequently show discontinuous changes. As a consequence, the much more volatile airport traffic restricts the value of detailed traffic forecasts. Volatility of airport traffic and its composition requires flexibility of airport strategies and planning processes. The book explores this dilemma through a detailed study of airline network development, airport connectivity and airport planning in the deregulated EU air transport market. The questions the book seeks to answer are: · how have airlines responded to the regime changes in EU aviation with respect to the configuration of their route networks? · what has been the impact of the reconfiguration of airline network configurations for the connectivity of EU airports? · how can airport planners and airport authorities deal with the increasingly uncertain airline network behaviour in Europe?
