This book explores the challenges of the governance and public policy in the midst and after conflicts, revolutions, and civil wars in the Middle East and Africa. As anywhere else, the task of rebuilding peace and institutionalizing stability in countries experiencing a conflict or just emerging from it is daunting, uncertain and context specific. Yet, focusing on the Middle East and Africa is of particular relevance, as these two regions feature the highest numbers of inter- and intra-state conflicts on the one hand, and the central states are more often contested than in the rest of world regions. The first half of the book proposes different cases addressing the fundamental challenge of inclusion and cohesion as well as the recurring issue of exclusion in conflict-affected situations, with four different cultural and institutional settings. The second half of the book offers more theoretical insights and proposed pathways to develop more inclusive and peaceful governance settings in Africa, the Middle East and beyond. This edited book has been designed to be a helpful contribution to the analysis of conflict and post-conflict governance and peacebuilding. To do so, it deploys different lenses of social sciences, especially public policy and international relations, but also benefits from social psychology, political anthropology, and other disciplines that enable a more comprehensive understanding of the multifaceted, complex and dynamic issues at play.
This book explores the multifaceted dynamics between state and non-state actors in public policy during and after conflict in the Middle East and Africa. In case studies focusing on contemporary crises spanning Africa, the Middle East, and Eastern Europe, the scholars in this volume examine the dominant prescriptive practices of late neoliberal post-conflict interventions—such as statebuilding, peacebuilding, transitional justice, refugee management, reconstruction, and redevelopment—and contend that the post-conflict environment is in fact created and sustained by this international technocratic paradigm of peacebuilding. Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.
Governing after War examines how civilians' and rebels' wartime relations affect post-war state-building, development, and violence. When rebels win the war, how do they govern afterwards? Drawing from multiple cases in Africa, Shelley Liu argues that wartime rebel-civilian ties are important to answer this question. Her findings offer implications for recent rebel victories and, more broadly, for understanding the termination, trajectories, and political legacies of such conflicts around the world.
The end of the Cold War was to usher in an era of peace based on flourishing democracies and free market economies worldwide. Instead, new wars, including the war on terrorism, have threatened international, regional, and individual security and sparked a major refugee crisis. This volume of essays on international humanitarian interventions focuses on what interests are promoted through these interventions and how efforts to build liberal democracies are carried out in failing states. Focusing on Africa, the Middle East, and Europe, an international group of contributors shows that best practices of protection and international state-building have not been applied uniformly. An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.
