Why do rebel groups frequently clash instead of cooperating against their shared enemy, the state? This pattern occurs in conflicts around the world, yet it flies in the face of common notions of strategic logic. Weaving together insights from international relations theory and the study of ethnic politics, Costantino Pischedda presents an original theory to unravel the puzzle of inter-rebel conflict. Examining the dynamics of civil wars in Iraq, Ethiopia, Lebanon, Sri Lanka, and Syria, Pischedda argues that infighting is a calculated response by rebel groups to perceived opportunities and vulnerabilities. Conflicts break out between groups when one sees the potential to eliminate weaker rivals at a low cost or fears the deterioration of its power relative to a competitor and embarks on a desperate gamble. Counterintuitively, Pischedda finds that rebels sharing an ethnic identity are especially prone to violent conflict, as they see each other as both potential existential threats and enticing opportunities for expansion. Since coethnic rebels aspire to control the same community, their antagonism is stark and immediate. In addition, insurgents expect to be able to draw on the resources of defeated rivals from the same ethnic group more easily than they could on those of outsiders. Marshaling a range of data, Pischedda’s mixed-methods study features original interviews conducted with former insurgent leaders. The first book-length examination of inter-rebel fighting, Conflict Among Rebels sheds new light on a key question of civil war dynamics: why the enemy of my enemy is not always my friend.

While mediation, intervention, and peacekeeping have produced some positive results in helping to end civil wars, they fall short in preventing them in the first place. In Incentivizing Peace, Jaroslav Tir and Johannes Karreth show that considering civil wars from a developmental perspective presents opportunities to prevent the escalation of nascent armed conflicts into full-scale civil wars. The authors demonstrate that highly-structured intergovernmental organizations (IGOs such as the World Bank, IMF, or regional development banks) are particularly well-positioned to engage in civil war prevention. How easy is it for rebel groups to purchase weapons and ammunition in the middle of a war? How quickly can commodities such as diamonds and cocoa be converted into cash to buy war supplies? And why does answering these questions matter for understanding civil wars? In What Rebels Want, Jennifer M. Hazen challenges the commonly held view that rebel groups can get what they want, when they want it, and when they most need it. Hazen's assessments of resource availability in the wars in Sierra Leone, Liberia, and Côte d'Ivoire lead to a better understanding of rebel group capacity and options for war and war termination. Resources entail more than just cash; they include various other economic, military, and political goods, including natural resources, arms and ammunition, safe haven, and diplomatic support. However, rebel groups rarely enjoy continuous access to resources throughout a conflict. Understanding fluctuations in fortune is central to identifying the options available to rebel groups and the reasons why a rebel group chooses to pursue war or peace. The stronger the group's capacity, the more options it possesses with respect to fighting a war. The chances for successful negotiations and the implementation of a peace agreement increase as the options of the rebel group narrow. Sustainable negotiated solutions are most likely, Hazen finds, when a rebel group views negotiations not as one of the solutions for obtaining what it wants, but as the only solution.
