This book offers a devastating look at deeply flawed development processes driven by international finance, African governments and the global consulting industry. It examines major river basin development underway in the semi-arid borderlands of Ethiopia, Kenya and South Sudan and its disastrous human rights consequences for a half-million indigenous people. The volume traces the historical origins of Gibe III megadam construction along the Omo River in Ethiopia—in turn, enabling irrigation for commercial-scale agricultural development and causing radical reduction of downstream Omo and (Kenya's) Lake Turkana waters. Presenting case studies of indigenous Dasanech and northernmost Turkana livelihood systems and Gibe III linked impacts on them, the author predicts agropastoral and fishing economic collapse, region-wide hunger with exposure to disease epidemics, irreversible natural resource destruction and cross-border interethnic armed conflict spilling into South Sudan. The book identifies fundamental failings of government and development bank impact assessments, including their distortion or omission of mandated transboundary assessment, cumulative effects of the Gibe III dam and its linked Ethiopia-Kenya energy transmission 'highway' project, key hydrologic and human ecological characteristics, major earthquake threat in the dam region and widespread expropriation and political repression. Violations of internationally recognized human rights, especially by the Ethiopian government but also the Kenyan government, are extensive and on the increase—with collaboration by the development banks, in breach of their own internal operational procedures. A policy crossroads has now emerged. The author presents the alternative to the present looming catastrophe—consideration of development suspension in order to undertake genuinely independent transboundary assessment and a plan for continued development action within a human rights framework—forging a sustainable future for the indigenous peoples now directly threatened and for their respective eastern Africa states. An international river basin is an ecological system, an economic thoroughfare, a geographical area, a font of life and livelihoods, a geopolitical network and, often, a cultural icon. It is also a socio-legal phenomenon. This book is the first detailed study of an international river basin from a socio-legal perspective. The Mekong River Basin, which sustains approximately 70 million people across Cambodia, China, Laos, Myanmar, Thailand and Vietnam, provides a prime example of the socio-legal complexities of governing a transboundary river and its tributaries. The Volta River Basin (VRB) is an important transboundary basin in West Africa that covers approximately 410,000 square kilometres across six countries: Benin, Burkina Faso, Côte d’Ivoire, Ghana, Mali and Togo. Its natural resources sustain the livelihoods of its population and contribute to economic development. This book provides a comprehensive, interdisciplinary review and assessment of the issues and challenges faced. The authors provide a science-based assessment of current and future scenarios of water availability, the demands of key sectors, including agriculture and hydropower, and the environment under changing demographic, economic, social and climatic conditions. They also identify solutions and strategies that will allow available water resources to be sustainably used to improve agricultural productivity, food security and economic growth in the VRB. Overall, the work examines from a multidisciplinary and multi-stakeholder perspective the solutions and strategies to improve the use of water and other natural resources in the VRB to achieve enhanced food security, livelihoods and economic growth.
Recent studies of past climate and streamflow conditions have broadened understanding of long-term water availability in the Colorado River, revealing many periods when streamflow was lower than at any time in the past 100 years of recorded flows. That information, along with two important trends-a rapid increase in urban populations in the West and significant climate warming in the region-will require that water managers prepare for possible reductions in water supplies that cannot be fully averted through traditional means. Colorado River Basin Water Management assesses existing scientific information, including temperature and streamflow records, tree-ring based reconstructions, and climate model projections, and how it relates to Colorado River water supplies and demands, water management, and drought preparedness. The book concludes that successful adjustments to new conditions will entail strong and sustained cooperation among the seven Colorado River basin states and recommends conducting a comprehensive basinwide study of urban water practices that can be used to help improve planning for future droughts and water shortages.
The Mekong is the most controversial river in Southeast Asia, and increasingly the focus of international attention. It flows through 6 counties, China, Myanmar, Laos, Thailand, Cambodia and Viet Nam. The 4 downstream countries have formed the Mekong River Commission to promote sustainable development of the river and many of their people depend on it for their subsistence ? it has possible the largest freshwater fishery in the world, and the Mekong waters support rice agriculture in the delta in Viet Nam (which produces about 40% of that country's food) as well as in Cambodia, Laos and Thailand. China is now building the first large mainstream dam on the river, and has proposals for several more. These dams are likely to affect the downstream countries. Several of the downstream countries also have plans for large scale hydropower and irrigation development which could also impact the river. This book will provide a solid overview of the biophysical environment of the Mekong together with a discussion of the possible impacts, biophysical, economic and social, of some possible development scenarios. It is intended to provide a technical basis which can inform the growing political and conservation debate about the future of the Mekong River, and those who depend on it. It is aimed at river ecologists, geographers, environmentalists and development specialists both in the basin and (especially) outside for whom access to this material is most difficult. The Zambezi river is the fourth longest in Africa, crossing or bordering Zambia, Angola, Namibia, Botswana, Zimbabwe and Mozambique. The river basin is widely recognised as one of the most important basins in southern Africa and is the focus of contested development, including water for hydropower and for agriculture and the environment. This book provides a thorough review of water and sustainable development in the Zambezi, in order to identify critical issues and propose constructive ways forward. The book first reviews the availability and use of water resources in the basin, outlines the basin’s economic potential and highlights key concerns related to climate vulnerability and risk. Focus is then devoted to hydropower and the water-energy-food (WEF) nexus, sustainable agricultural water management, and threats and opportunities related to provision of ecosystem services. The impact of urbanisation and water quality is also examined, as well as ways to enhance transboundary water cooperation. Last, the book assesses the level of water security in the basin, and provides suggestions for achieving Sustainable Development Goal (SDG) 6.
