The Trail's unique history and traditions require a management approach quite different from that in National Parks; the plan's content and format reflect this difference. The plan was called for initially in the March, 1978, amendments to the National Trails System Act. Its two - year deadline was subsequently extended by Public Law 95 - 625 to September 30, 1981.
