It was understood that, previously, gymnasiums, manual labor schools, and attempts at physical education generally had failed but there were good reasons for it. One was, the manner in which they had been carried on, was not adapted to develop and train the whole body in accordance with physiological laws. Another reason was, that not sufficient importance had been attached to this kind of education, by trustees and managers of institutions, by teachers, by the press and public opinion generally.
