The last decade has given rise to a strong public discourse in most highly industrialized economies about the importance of a skilled workforce as a key response to the competitive dynamic fostered by economic globalisation. The challenge for different training regimes is twofold: attracting young people into the vocational training system while continuing to train workers already in employment. Yet, on the whole, most countries and their training systems have failed to reach those goals. How can we explain this contradiction? Why is vocational training seen to be an "old" institution? Why does vocational training not seem to be easily adapted to the realities of the 21st century? This book seeks to respond to these important questions. It does so through an in-depth comparative analysis of the vocational training systems in ten different countries: Australia, Canada, Denmark, France, Germany, Korea, Mexico, Morocco, the United Kingdom and the USA.
The ICAEM2014 aims to bring together researchers, educators and students from around the world in both industry and academia for sharing the state-of-art research results and applications, for exploring new areas of research and development, and for discussing emerging issues on education and management fields. We received a total of 312 submissions from various parts of the world. The Technical Program Committee worked very hard to have all papers reviewed before the review deadline. The final technical program consists of 92 papers. There are one keynote speech and 2 invited sessions. The proceedings were published by DEStech Publications, Inc. and will submitted to Ei Compendex databases for indexing. We would like to mention that, due to the limitation of the conference venue capacity, we are not able to include many fine papers in the technical program. Our apology goes to those authors.
Knowledge Cities are cities that possess an economy driven by high value-added exports created through research, technology, and brainpower. In other words, these are cities in which both the private and the public sectors value knowledge, nurture knowledge, spend money on supporting knowledge dissemination and discovery (ie learning and innovation) and harness knowledge to create products and services that add value and create wealth. Currently there are 65 urban development programs worldwide formally designated as “knowledge cities.” Knowledge-based cities fall under a new area of academic research entitled Knowledge-Based Development, which brings together research in urban development and urban studies and planning with knowledge management and intellectual capital. In this book, Francisco Javier Carillo of the Monterrey Institute of Technology (ITESM) brings together a group of distinguished scholars to outline the theory, development, and realities of knowledge cities. Based on knowledge-based development, the book shows how knowledge can be and is placed at the center of city planning and economic development to enable knowledge flows and innovation to provide a sustainable environment for high value-added products and services.

This book assesses the impact and implementation of national qualifications frameworks in sixteen different countries. It presents two major lessons for policy makers thinking of introducing a National Qualifications Framework (NQF). First, that an NQF is only a way of framing existing provision; it cannot on its own, lead to the acquisition of skills or knowledge. Second, as an attempt to standardize learning- something that is only to a limited extent standardizable, NQFs have disadvantages as well as advantages. The research was funded by the International Labour Organization (ILO) and the European Training Foundation (ETF) and, partly as a result of the ILO/ETF Report, the Editors were asked by the World Bank to help them in advising the government of India on introducing a NQF for vocational qualifications. Building on the findings of the report, the editors of this book presented an NQF implementation strategy to the Government of India on behalf of the World Bank. It laid out the steps and stages that would be involved and took account of the earlier experiences of introducing an NQF. Although this strategy was prepared specifically for the Government of India, others who have read it felt it deserved wider circulation. The report has therefore been included in this volume. Since this research was undertaken, the number countries, especially developing countries, implementing or introducing a NQF has continued to increase. This book will be of interest to policy makers and researchers. This book was originally published as a special issue of the Journal of Education and Work.
