In FY 1990, Congress directed the Secretary of the Navy to commission a study by the National Academy of Sciences for the production of an integrated technology plan for the evolution of aircraft carriers in the first half of the twenty-first century. The House-Senate conferees emphasized "that the product of this study is to be a technology plan for the evolution of sea bases for the most efficient and economical accommodation of tactical air power in the first half of the twenty-first century". Based on this broad charter of evaluating sea bases, an examination of the floating ocean platform concept was included in the study. The floating ocean platform is a generic description of a large, relatively stationary or slowly mobile, platform that can be positioned in most areas of the ocean, and can serve a variety of purposes. The present report was the author's input to the study. It was based on technical analyses, literature reviews and surveys, and discussions/visits with the main groups and organizations involved in developing the floating ocean platform. All discussion material was unclassified, as are the contents of this report. All the external inputs and discussions, too numerous to mention, made this report possible, and are greatly appreciated. The first part of this report is the summary narrative that was submitted by the author to the Technology Group of the study. The second part is the viewgraphs that were presented to the Technology Group by the author on 12 February 1991. The third part is a selected bibliography of studies on the floating ocean platform over the past two decades, with over three thousand references identified.
We welcome you to the First International Conference on Arts and Technology (ArtsIT 2009), hosted by CSIE of the National Ilan University and co-organized by the National Science Council, ICST, College of EECS at National Ilan University, Software Simulation Society in Taiwan, ISAC, TCA, NCHC, CREATE-NET, and Institute for Information Industry. ArtsIT2009 was held in Yilan, Taiwan, during September 24–25, 2009. The conference comprised the following themes: • New Media Technologies (Evolutionary systems that create arts or display art works, such as tracking sensors, wearable computers, mixed reality, etc. ) • Software Art (Image processing or computer graphics techniques that create arts, including algorithmic art, mathematic art, advanced modeling and rend- ing, etc. ) • Animation Techniques (2D or 3D computer animations, AI-based animations, etc. ) • Multimedia (Integration of different media, such as virtual reality systems, audio, performing arts, etc. ) • Interactive Methods (Vision-based tracking and recognition, interactive art, etc. ) The conference program started with an opening ceremony, followed by three keynote speeches and four technical sessions distributed over a period of two days. Two poster sessions, one hour each, were scheduled before the afternoon oral sessions. An Int- active Arts Exhibition was held in conjunction with ArtsIT 2009. Twelve well-known digital arts teams from Taiwan exhibited 15 artworks in this event, including 10 int- active installation arts, 4 video arts, and 1 digital print. The conference received around 50 submissions from 15 different countries.
Industrial clusters in Silicon Valley, Hsinchu Park, and northern Italy, and in the vicinity of Cambridge, U.K., have captured the imagination of policymakers, researchers, city planners and business people. Where clusters take root, they can generate valuable spillovers, promote innovation, and create the critical industrial mass for sustained growth. For cities such as Kitakyushu, Japan, that are faced with the erosion of their traditional industrial base and are threatened by economic decline, creating a cluster that would reverse the downward trends is enormously attractive. The BRICS countries (Brazil, Russia, India and China) are proving the major engine of global growth, being less impacted by the financial crisis than developed economies or able to recover more quickly. Asia in the Global ICT Innovation Network takes a close look at the information and communication technologies (ICTs) landscape, not only in two BRICS countries, India and China, but also in South Korea and Taiwan.
