Access to housing and to housing finance remains a challenge in African cities. This study examines the housing finance strategies of informal settlement dwellers in Dar es Salaam (Tanzania) and identifies a range of factors that enable or constrain actors to make investments in housing. Based on ethnographic, qualitative and quantitative research, this study provides detailed insights into individual housing biographies, and explains why some actors invest in housing, while others do not. It finally challenges widely accepted development concepts like the provision of housing microfinance, land regularisation, infrastructure upgrading and eviction and argues for a deeper understanding of everyday lives in order to improve housing conditions. Accessible and affordable housing can enable community living, maximize independence, and promote health for vulnerable populations. However, the United States faces a shortage of affordable and accessible housing for low-income older adults and individuals living with disabilities. This shortage is expected to grow over the coming years given the population shifts leading to greater numbers of older adults and of individuals living with disabilities. Housing is a social determinant of health and has direct effects on health outcomes, but this relationship has not been thoroughly investigated. In December 2016, the National Academies of Sciences, Engineering, and Medicine convened a public workshop to better understand the importance of affordable and accessible housing for older adults and people with disabilities, the barriers to providing this housing, the design principles for making housing accessible for these individuals, and the features of programs and policies that successfully provide affordable and accessible housing that supports community living for older adults and people with disabilities. This publication summarizes the presentations and discussions from the workshop.
A Neoliberal Framework for Urban Housing Development in the Global South highlights the factors which predict urban housing development from developing countries’ perspective, providing a guide for countries in the sub-Sahara.
For the first time in history, half of the world's population lives in urban areas and it is expected that, by 2050, that figure will rise to above two-thirds. A large proportion of this urban growth will be taking place in the cities of the developing world, where the provision of adequate health, shelter, water and sanitation and climate change adaptation efforts for rapidly-growing urban populations will be an urgent priority. This transition to an urban world could be a negative transformation; but, if well-planned, it could also offer an unprecedented opportunity to improve the lives of some of the world's poorest people. This volume brings together some of the world's foremost experts in urban development with the aim of approaching these issues as an opportunity for real positive change. The chapters focus on three strategically critical aspects of this transformation: public health shelter, water and sanitation climate change adaptation. These are considered using an integrated approach that takes account of the many different sectors and stakeholders involved, and always in terms of the solutions rather than the problems. The book offers a blueprint for action in these sectors and will be of great interest to academics and policymakers in all aspects of urban development and planning.
Housing problems have become increasingly complex in the Global South. An increased pressure to upgrade older stock, to provide adequate infrastructure, and bring city amenities to urban peripheries compounds the continued need for new housing of a decent standard. This comprehensive volume spans nine countries, simultaneously analyzing innovative housing policies and questioning the idea of innovation in this arena. The authors describe three persistent, global challenges to contemporary policy: the inherent difficulty in mass-producing housing of decent quality with access to the city; the challenge of community-based upgrading programmes, which often fail to benefit those who are worst off; and the political root of housing policies, which don’t always consider the diverse needs of populations at the expense of the least powerful. This volume raises questions about what many consider the two most successful areas of housing policy in the Global South: the community-based land sharing programmes for redevelopment in South-East Asia and the finance-driven social housing programmes in Latin America. The authors examine mass housing production programmes, incremental development processes, community-based urban upgrading, the legal structure of condominiums, and land-sharing policies, while also highlighting challenges to policy learning across contexts. This book will be of great interest to students, researchers and those involved with contemporary housing policies, particularly in the Global South. It was originally published as a special issue of the International Journal of Housing Policy.
As communities face a variety of economic challenges, some are looking to local banks and financial institutions for solutions that address the specific development needs of low-income and distressed communities. Community development financial institutions (CDFIs) provide financial products and services, such as mortgage financing for homebuyers and not-for-profit developers, underwriting and risk capital for community facilities; technical assistance; and commercial loans and investments to small, start-up, or expanding businesses. CDFIs include regulated institutions, such as community development banks and credit unions, and non-regulated institutions, such as loan and venture capital funds. This book describes the Fund's history, current appropriations, and each of its programmes.
