There is an overarching concern about the long term trade offs between air quality protection and efforts to mitigate unwanted wildfire. The emissions from wildfire may exceed air quality standards to such a degree that it may be prudent to allow greater levels of burning now to prevent unmitigated wildfires in the future. Prescribed fire implementation needs to regard to issues, such as health risk, public safety, and ecosystem damage if prescribed burning is not accomplished at the desired rates needs to be clearly understood by political entities, regulatory agencies and the public.
The Air Pollution Control Division has evaluated and reviewed its smoke management program in light of increasing the support and use of prescribed fire in Colorado in balance with existing state statute and public health, welfare and visibility mandates.
Managing wildland fire in the U.S. is a challenge increasing in complexity & magnitude. The goals & actions presented in this report encourage a proactive approach to wildland fire to reduce its threat. Five major topic areas on the subject are addressed: the role of wildland fire in resource management; the use of wildland fire; preparedness & suppression; wildland/urban interface protection; & coordinated program management. Fire ecology is a scientific discipline concerned with natural processes involving fire in an ecosystem and the ecological effects, the interactions between fire and the abiotic and biotic components of an ecosystem, and the role of fire as an ecosystem process.
This report describes a new set of standard fire behavior fuel models for use with Rothermels surface fire spread model and the relationship of the new set to the original set of 13 fire behavior fuel models. To assist with transition to using the new fuel models, a fuel model selection guide, fuel model crosswalk, and set of fuel model photos are provided.
Scores of talented and dedicated people serve the forensic science community, performing vitally important work. However, they are often constrained by lack of adequate resources, sound policies, and national support. It is clear that change and advancements, both systematic and scientific, are needed in a number of forensic science disciplines to ensure the reliability of work, establish enforceable standards, and promote best practices with consistent application. Strengthening Forensic Science in the United States: A Path Forward provides a detailed plan for addressing these needs and suggests the creation of a new government entity, the National Institute of Forensic Science, to establish and enforce standards within the forensic science community. A First Order Fire Effects Model (FOFEM) was developed to predict the direct consequences of prescribed fire and wildfire. FOFEM computes duff and woody fuel consumption, smoke production, and fire-caused tree mortality for most forest and rangeland types in the United States. The model is available as a computer program for PC or Data General computer.
