The Study focuses on the social and, more especially, the cultural processes governing colonial urban development and develops a theory and methodology to do this. The author demonstrates how the physical and spatial arrangements characterizing urban development are unique products of a particular society, to be understood only in terms of its values, behaviour and institutions and the distribution of social and political power within it. Nowhere is this more apparent than in 'colonial cities' of Asia and Africa where the environmental assumptions of a dominant, industrializing Western power were introduced to largely 'pre-industrial' societies. Anthony King draws his material primarily from these areas, and includes a case study of the development of colonial Delhi from the early nineteenth century to 1947. Yet, as the author explains, the problems of how cultural social and political factors influence the nature of environments and how these in turn affect social processes and behaviour, are of global significance. India is facing a river pollution crisis today. The origins of this crisis are commonly traced back to post-Independence economic development and urbanisation. This book, in contrast, shows that some important early roots of India’s river pollution problem, and in particular the pollution of the Ganges, lie with British colonial policies on wastewater disposal during the late 19th and early 20th centuries. Analysing the two cornerstones of colonial river pollution history during the late 19th and early 20th centuries – the introduction of sewerage systems and the introduction of biological sewage treatment technologies in cities along the Ganges – the author examines different controversies around the proposed and actual discharge of untreated/treated sewage into the Ganges, which involved officials on different administrative levels as well as the Indian public. The analysis shows that the colonial state essentially ignored the problematic aspects of sewage disposal into rivers, which were clearly evident from European experience. Guided by colonial ideology and fiscal policy, colonial officials supported the introduction of the cheapest available sewerage technologies, which were technologies causing extensive pollution. Thus, policies on sewage disposal into the Ganges and other Indian rivers took on a definite shape around the turn of the 20th century, and acquired certain enduring features that were to exert great negative influence on the future development of river pollution in India. A well-researched study on colonial river pollution history, this book presents an innovative contribution to South Asian environmental history. It is of interest to scholars working on colonial, South Asian and environmental history, and the colonial history of public health, science and technology.
This monograph presents a comprehensive account of environmental history of India and its tribals from the late eighteenth onwards, covering both the colonial and post-colonial periods. The book elaborately discusses the colonial plunder of forest resources up to the introduction of the Forest Act (1878) and focuses on how colonial policy impacted on the Indian environment, opening the floodgates of forest resources plunder, primarily for timber and to establish coffee and tea plantations. The book argues that even after the advent of conservation initiatives, commercial exploitation of forests continued unabated while stringent restrictions were imposed on the tribals, curtailing their access to the jungles. It details how post-colonial governments and populist votebank politics followed the same commercial forest policy till the 1980s without any major reform, exploiting forest resources and also encroaching upon forest lands, pushing the self-sustainable tribal economy to crumble. The book offers a comprehensive account of India’s environmental history during both colonial and post-colonial times, contributing to the current environmental policy debates in Asia.
