In the long history of the British Empire there are few stories as singular as that of Margery Perham. From the moment she first set foot on African soil in 1921, to her death over sixty years later, Perham was focused on the ways and means of Britain's administration of its African empire. She acquired an unrivalled expertise in all aspects of this branch of empire: its systems of governance and those who administered them; its economic impact; its geo-strategic implications and its effect on Africans, including their sense of nationalism and attitudes towards the end of empire. From the 1930s until the 1960s it is unlikely that anyone in the administrative apparatus of the British Empire, and almost assuredly anyone in the world of academia, had as nuanced an understanding of how Britain's African empire actually worked as did Margery Perham. Her road into Africa led from British Somaliland in 1921, where she went to visit her sister, the wife of a local British district commissioner. From such beginnings was spawned a career at the centre of British governance of empire. In 1928, as a Fellow of St Hugh's College, Oxford, she was awarded a travelling fellowship, which she used to study colonial administration. So long and thorough was her tour that she had to sacrifice her teaching post, but so expert did she become in the subject that, in 1935, Oxford appointed her research lecturer in the field and a few years later she was appointed the first official and only female Fellow of Nuffield College. For the next 30 years, Perham delved deeply into every aspect of British Africa. She was an adviser to the Colonial Office and became director of Oxford's Institute of Commonwealth Studies. She wrote extensively and prolifically and publicly debated the future of Africa in the press. As the era of African independence and decolonization began, she advised newly independent governments about post-colonial governance and corresponded with leading African nationalists. Appointed DCMG in 1965, Dame Margery Perham died in 1982. Her life provides a unique window into the workings of the British Empire in Africa for most of the time it was fully operational. In this new biography, the first of its kind and based primarily on Perham's extensive private papers, C. Brad Faught tells her life story in all its richness while throwing fresh light on Britain's twentieth-century imperial experience.

The Turning Point in Africa (1982) is a significant study of British colonial policy towards tropical Africa during a critical decade, from the complacent trusteeship of the inter-war years to the strategy of decolonization inaugurated after the Second World War. Charting a course through a wide variety of official sources and private papers, the work assesses the importance for colonial policy of the Colonial Office, the Colonial Service, the Labour Party, African nationalists, and of ideological and moral preconceptions. The revolution in African policy is investigated with a wide and yet detailed approach. Special attention is devoted to the effects of the Second World War on Britain and its empire and to the importance of American anti-imperialist pressure on the British Government. The importance of three men – the adviser Lord Hailey, politician Arthur Creech Jones and civil servant Andrew Cohen – receives attention and an assessment is made of their contribution to a policy which, from 1948 onwards, led to a rapid decolonization in large parts of Africa. The significance of this policy is analysed in detail. The British aimed at ‘nation-building’: indirect rule was to be replaced by the forms of English-style local government while rapid constitutional progress at the centre was to be conceded, in accordance with a preconceived model, once powerful nationalist movements had arisen. However, as the book shows, progress at the centre was introduced prematurely and outstripped reform in local government so that progress was not the balanced development the British had wished to see. Decolonization had been given an irreversible momentum by British planning.
The second volume explains how the League of Nations mandates system fused two of the predominant and compelling global forces of the twentieth century: imperialism and Wilsonian internationalism. After the First World War, Britain and France administered most of Germany's former tropical African colonies as "mandates" under the supervision of the League as "a sacred trust of civilization." This system of international trusteeship changed British and French rule in Africa. In short, "mandates" were not "colonies." Mandates meant less militarism, more commercial equality, a greater emphasis on the interests of Africans, and an end to the extension of European national sovereignty over colonized peoples. Accountability to the League also required the British and French to reconsider traditional economic, strategic, and ideological assumptions about their empires. In the process, the "sacred trust" sowed the seeds of self-doubt about the very purpose and future of European imperialism. The mandates system continued to represent a genuine internationalisation and reformation of colonialism and had long-term economic, political, and cultural consequences for Africans and Europeans within the mandated territories. Despite the Depression, repeated Anglo-French foreign policy failures, growing humiliations for Geneva, and war in Africa and Europe, the principles and practices of international trusteeship proved persistent. Mandates demonstrated the relevance of international law, the importance of the League of Nations, and the impact of Wilsonian principles on international relations and European imperialism.
