Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. This premise builds the essence of the EU Development Policy. The following thesis attempts to examine the EU peacebuilding strategy in Colombia in the aftermath of the conflict. The main question guiding the research is: To what extent has the EUTF for Colombia contributed to the building of a just and sustainable peace in the country during the post-conflict era?

This open access book provides a comprehensive analysis of the EU's crucial support for the implementation of the Havana Peace Agreement between the Colombian government and the FARC-EP. It explores the use of new approaches and instruments that, despite some limitations and criticisms, could go beyond conventional liberal peace and provide useful lessons. Particular attention is paid to three axes: strengthening civil society, protection of human rights and a territorial peace perspective, as a contribution to the "local turn" in peace policies. The book first outlines the background of the conflict, the EU's two-decade defense of a negotiated peace, and the complexities of the peace process. Then, it analyses the development cooperation and political support provided in different areas: the collective reinsertion of ex-guerrillas, women and gender initiatives, the rights of ethnic communities, the sophisticated transitional justice system, as well as activities on reconciliation, victims and protection of human rights defenders.
Almost ten years on from the official end of wars in Sierra Leone (2002) and Liberia (2003), attention is shifting from post-war peacebuilding to longer-term development. What headway has been made? What challenges lie ahead? And what lessons that can be learnt? This issue of Accord draws on experiences and perspectives from across societies in both countries to explore comparative lessons and examine progress, and argues that peacebuilding policy and practice needs to concentrate more on people: on repairing and building relationships among communities, and between communities and the state; and on developing more participatory politics and society that includes marginalised groups. It suggests that customary practices and mechanisms can help deliver essential services across a range sectors, and that local civil society can facilitate national and international policy engagement with them.

The authors of this collection examine sanctuary as it relates to historical and modern conflicts from the Philippines to Colombia and Sudan. They chart the formation and evolution of these varied "zones of peace" and attempt to arrive at a "theory of sanctuary" that might allow for new and useful peacebuilding strategies. Violent conflicts today are complex and increasingly protracted, involving more nonstate groups and regional and international actors. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.
How does a newly democratized nation constructively address the past to move from a divided history to a shared future? How do people rebuild coexistence after violence? The International IDEA Handbook on Reconciliation after Violent Conflict presents a range of tools that can be, and have been, employed in the design and implementation of reconciliation processes. Most of them draw on the experience of people grappling with the problems of past violence and injustice. There is no "right answer" to the challenge of reconciliation, and so the Handbook prescribes no single approach. Instead, it presents the options and methods, with their strengths and weaknesses evaluated, so that practitioners and policy-makers can adopt or adapt them, as best suits each specific context. Contemporary practices of international peacebuilding and post-conflict reconstruction are often unsatisfactory. There is now a growing awareness of the significance of local governments and local communitites as an intergrated part of peacebuilding in order to improve quality and enhance precision of interventions. In spite of this, ‘the local’ is rarely a key factor in peacebuilding, hence ‘everyday peace’ is hardly achieved. The aim of this volume is threefold: firstly it illuminates the substantial reasons for working with a more localised approach in politically volatile contexts. Secondly it consolidates a growing debate on the significance of the local in these contexts. Thirdly, it problematizes the often too swiftly used concept, ‘the local’, and critically discuss to what extent it is at all feasible to integrate this into macro-oriented and securitized contexts. This is a unique volume, tackling the ‘local turn’ of peacebuilding in a comprehensive and critical way. This book was published as a special issue of Third World Quarterly.
