This book examines the development of collective security by regional organisations particularly after the Cold War. It analyses the various constitutional developments that have occurred within regional arrangements such as ECOWAS, African Union, SADC, OAS, and NATO and critically analyses how these developments have propelled regional organisations to depart from the normative framework of regional arrangement contained in Chapter VIII of the UN Charter. Through a comprehensive examination of practice, the book evaluates the impact of regional organisations' newly asserted powers to authorise enforcement action and determine when situations within member states warrant their intervention. It inquires into the legal justifications for these developments both from within the UN Charter and regional treaties and practice and asks whether consensual intervention, that is the use of force by regional organisations on the basis of their members' consent, contravenes or constitutes an exception to the prohibition of the use or threat of force under Article 2(4) of the Charter. The book also analyses the regime of complementarity between the UN and regional organisations.

This book examines the effectiveness of multilateralism in ensuring collective security and, in particular, the EU's role in this process. In 1992, shortly after the end of the Cold War, a Security Council Summit in New York reaffirmed the salience of the system of collective security and stated the determination of the Heads of State to maintain it as the prime international instrument for preserving peace. Twenty years later, however, the record of collective security as well as of multilateralism has not been very encouraging. The system of collective security, as enshrined in the United Nations (UN) Charter, failed repeatedly to accomplish its mandate in the 1990s and has led to controversial debates in the United States and Europe that reached a climax during the Iraq crisis in 2002/03. The volume draws upon both theoretical and empirical research to answer the following core questions: What are the reasons that have made multilateralism either effective or ineffective in the field of peacekeeping, peace preservation and peacebuilding? How can multilateralism be made more effective? How can attempts made by Europe to render UN multilateralism in the security area more efficient be assessed? This book explores post-Soviet Eurasian regional security governance, as embedded in the military alliance of Collective Security Treaty Organization (CSTO). CSTO was established in 2002 and consists of six post-Soviet countries: Russia, Belarus, Armenia, Tajikistan, Kazakhstan and Kyrgyzstan. Moving studies of regional security governance beyond the so-called Eurocentrism trend expressed, inter alia, via the focus on Western military alliance, such as NATO, this book examines CSTO as a new, post-Soviet form of regional security cooperation by looking at the reasons and drivers behind the establishment of the post-Soviet Eurasian security governance; the organization's institutional design; the military capabilities of its member states; the degree of the members' integration within the alliance; the cooperation pattern adopted by CSTO members; as well as the effect and effectiveness of this military alliance.

In this new Brookings Marshall Paper, Michael O'Hanlon argues that now is the time for Western nations to negotiate a new security architecture for neutral countries in eastern Europe to stabilize the region and reduce the risks of war with Russia. He believes NATO expansion has gone far enough. The core concept of this new security architecture would be one of permanent neutrality. The countries in question collectively make a broken-up arc, from Europe's far north to its south: Finland and Sweden; Ukraine, Moldova, and Belarus; Georgia, Armenia, and Azerbaijan; and finally Cyprus plus Serbia, as well as possibly several other Balkan states. Discussion on the new framework should begin within NATO, followed by deliberation with the neutral countries themselves, and then formal negotiations with Russia. The new security architecture would require that Russia, like NATO, commit to help uphold the security of Ukraine, Georgia, Moldova, and other states in the region. Russia would have to withdraw its troops from those countries in a verifiable manner; after that, corresponding sanctions on Russia would be lifted. The neutral countries would retain their rights to participate in multilateral security operations on a scale comparable to what has been the case in the past, including even those operations that might be led by NATO. They could think of and describe themselves as Western states (or anything else, for that matter). If the European Union and they so wished in the future, they could join the EU. They would have complete sovereignty and self-determination in every sense of the word. But NATO would decide not to invite them into the alliance as members. Ideally, these nations would endorse and promote this concept themselves as a more practical way to ensure their security than the current situation or any other plausible alternative.
