Yet, after decades of international aid programs, development planning is today largely perceived as a failure paralyzed by its own bureaucracy and inefficiency. Despite billions of dollars of investment, development successes are few and far between and waste and mismanagement abounds. This book showcases a diverse range of development experiences in order to ascertain the reasons for this quagmire. Case studies of development planning in China, India, post-WWII Japan, South Korea, Africa, and Eastern Europe, and of foreign aid programs (including the Marshall Plan) illustrate the insights an Austrian approach provides toward an understanding of the failure of government development planning. The development and application of technology has been an essential part of U.S. airpower, leading to a century of air supremacy. But that developmental path has rarely been straight, and it has never been smooth. Only the extraordinary efforts of exceptional leadership - in the Air Forces and the wider Department of Defense, in science and in industry - have made the triumphs of military airpower possible. Development Planning provides recommendations to improve development planning for near-term acquisition projects, concepts not quite ready for acquisition, corporate strategic plans, and training of acquisition personnel. This report reviews past uses of development planning by the Air Force, and offers an organizational construct that will help the Air Force across its core functions. Developmental planning, used properly by experienced practitioners, can provide the Air Force leadership with a tool to answer the critical question, Over the next 20 years in 5-year increments, what capability gaps will the Air Force have that must be filled? Development planning will also provide for development of the workforce skills needed to think strategically and to defectively define and close the capability gap. This report describes what development planning could be and should be for the Air Force.
In this book, Jeremiah I. Dibua challenges prevailing notions of Africa's development crisis by drawing attention to the role of modernization as a way of understanding the nature and dynamics of the crisis, and how to overcome the problem of underdevelopment. He specifically focuses on Nigeria and its development trajectory since it exemplifies the crisis of underdevelopment in the continent. It traces the emergence of and factors contributing to the continent's development crisis and the efforts and results of renewal strategies.
This book concerns the relationship between urban planning (and similar things) on the one hand, and war, natural disaster and societal or political disintegration on the other. The supposition is that one may mitigate the other. The book recounts the author’s professional experience of specific cases of disaster (earthquake and flood) in the Philippines, war in Bosnia, Afghanistan and South Sudan, and disintegration in Albania and Ireland. He identifies the key themes in urban and regional planning which these case studies illustrate. The themes include (a) the delivery of building land with site preparation, infrastructure and property rights; (b) the size and amount of plots able to match both demographic projections and wealth distribution; (c) the creation of a property market able to deliver affordable land and buildings to match demand, encourage investment and further the development of the economy; (d) the spatial or geographic adjustment of institutional patterns to reflect the components of identity—making for ‘fuzzy’ sovereignty; (e) a form of organisation which leads to effective project management and implementation, and so on. The view is taken that lack of suitable development land supply, a land market unable to deliver affordable property to the people and unable to support economic growth, and a spatial-institutional pattern unable to match key aspects of identity, are all causes of war as well as societal or political decline. The book contains many drawings prepared by the author, including plans of urban projects described in the text. It will be of interest particularly to architects, town planners, municipal engineers and civil engineers, urban administrators, urban economists, politicians, diplomats, soldiers, and staff of NGOs and international agencies.
