Since the 1960s, Nigeria has experienced one form of insurgency or the other with dire consequences for national security, to the extent that the country is said to suffer from multipolar insurgencies one from the Atlantic and the other from the Lake Chad axis. The book titled "Collaborative Strategies for Counter Insurgency in Nigeria" was inspired by the need to effectively counter terrorism and insurgency in Nigeria through collaborative measures by all stakeholders. It makes a strong and penetrating case for collaborative counterinsurgency in Nigeria. In addition, the book differentiated the terms collaboration, coordination and cooperation underlining the point that though these terms are often used interchangeably, but there are subtle differences among them. It argues forcefully that successful COIN is possible through harnessing the hard, soft, and smart powers available to the military and the nation in general. The book provides some strategies to enhance interagency collaboration in COIN operations in Nigeria. The motivation for writing this book comes from the desire to orchestrate greater synergy and collaboration among various security forces tasked to defeat insurgency in Nigeria. The author's quest towards contributing to intellectual discourse on COIN also informed his decision to put pen to paper to birth this book. The book took a prolonged period of research and consultations with relevant stakeholders. It is based on extensive review of both published and unpublished literature about counterinsurgency. I commend the book to diverse segments of readers such as military personnel, students of terrorism and insurgency, academics, and general readers because it provides a fresh and incisive perspective on approaches to improve interagency collaboration in COIN operations. The thoughts espoused in this book by the author will remain valid for all men of warfare as a reference material.
This book offers a detailed examination of the counter-insurgency operations undertaken by the Nigerian military against Boko Haram between 2011 and 2017. Based on extensive fieldwork conducted with military units in Nigeria, Counter-Insurgency in Nigeria has two main aims. First, it seeks to provide an understanding of the Nigerian military’s internal role – a role that today, as a result of internal threats, pivots towards counter-insurgency. The book illustrates how organizational culture, historical experience, institutions, and doctrine, are critical to understanding the Nigerian military and its attitudes and actions against the threat of civil disobedience, today and in the past. The second aim of the book is to examine the Nigerian military campaign against Boko Haram insurgents – specifically, plans and operations between June 2011 and April 2017. Within this second theme, emphasis is placed on the idea of battlefield innovation and the reorganization within the Nigerian military since 2013, as the Nigerian Army and Air Force recalibrated themselves for COIN warfare. A certain mystique has surrounded the technicalities of COIN operations by the Army against Boko Haram, and this book aims to disperse that veil of secrecy. Furthermore, the work’s analysis of the air force’s role in counter-insurgency is unprecedented within the literature on military warfare in Nigeria. This book will be of great interest to students of military studies, counter-insurgency, counter-terrorism, African politics and security studies in general.
This book illustrates how Africa’s defence and security domains have been radically altered by drastic changes in world politics and local ramifications. First, the contributions of numerous authors highlight the transnational dimensions of counterterrorism and counterinsurgency in Africa and reveal the roles played by African states and regional organisations in the global war on terror. Second, the volume critically evaluates the emerging regional architectures of countering terrorism, insurgency, and organised violence on the continent through the African Union Counterterrorism Framework (AU-CTF) and Regional Security Complexes (RSC). Third, the book sheds light on the counterterrorism and counterinsurgency (CT-COIN) structures and mechanisms established by specific African states to contain, degrade, and eliminate terrorism, insurgency, and organised violence on the continent, particularly the successes, constraints, and challenges of the emerging CT-COIN mechanisms. Finally, the volume highlights the entry of non-state actors – such as civil society, volunteer groups, private security companies, and defence contractors – into the theatre of counterterrorism and counterinsurgency in Africa through volunteerism, community support for state-led CT-COIN Operations, and civil-military cooperation (CIMIC). This book provides a contemporary overview of Boko Haram's activities. Since Boko Haram emerged in 2002, media-driven narratives as well as social scientific methodologies have been increasingly applied to draw generalisable conclusions on what goals the groups have pursued, what strategies it has used for these purposes and the counter campaign strategies authorities have pursued. But from 2009 to 2018, Boko Haram has pursued high-intensity violence: assassinations, bombing, kidnappings, beheading or threats of violence, conscriptions and territorial occupation. This makes it imperative to deepen and broaden our understanding of the groups’ activities toward a problem-solving and policy-relevant analysis. The interagency process was the focus of a Capstone project and Research Symposium at the Bush School of Government and Public Service at Texas A&M University during the 2006-07 academic year. The Bush School's Capstone seminar is a semester-long graduate course in the Master's Program in International Affairs that provides a research experience for students in the final semester of the 2-year program. As part of their leadership development, the students operate in teams to address an important policy issue (under the direction of a faculty member) and in support of a client. In this case, the client was the Office of the Deputy Assistant Secretary of Defense for Stability Operations. This field manual establishes doctrine for military operations in a counterinsurgency (COIN) environment. It is based on lessons learned from previous counterinsurgencies and contemporary operations. It is also based on existing interim doctrine and doctrine recently developed. Counterinsurgency operations generally have been neglected in broader American military doctrine and national security policies since the end of the Vietnam War over 40 years ago. This manual is designed to reverse that trend. It is also designed to merge traditional approaches to COIN with the realities of a new international arena shaped by technological advances, globalization, and the spread of extremist ideologies--some of them claiming the authority of a religious faith. This is a comprehensive manual that details every aspect of a successful COIN operation from intelligence to leadership to diplomacy. It also includes several useful appendices that provide important supplementary material.
This book analyses the deradicalisation and peacebuilding programme undertaken in north-east Nigeria, following the Boko Haram insurgency in the region. The intensity of the insurgents’ violence necessitated measures to combat fundamentalism, including military operations, amnesty, deradicalisation and other strategies. Focusing on the counter-insurgency operations and the various government responses, this work highlights the successes and failures of the approaches adopted by the government in the north-east of Nigeria. The strategies and programmes examined include both military and non-military approaches, but especially non-kinetic measures such as deradicalisation, rehabilitation, reintegration and peace-building programmes. In contrast to previous works, this book addresses neglected areas of inquiry such as the typologies of deradicalisation interventions (of which there are about five), and especially the intellectual response of the Ulama in countering Boko Haram extremism and peacebuilding. The study broadens the horizon of inquiry on insurgency, deradicalisation and peacebuilding in Nigeria, in Africa and globally, by delving deeper into the subject matter using a methodological approach that draws on primary sources from key actors and stakeholders. In addition, the book introduces a new theoretical approach, entitled the ‘Multiple Front Reaction Model’, and will challenge future works to consolidate or synthesise its assumptions. This book will be of interest to students of deradicalisation, political violence, African politics and security studies.
