Kenneth Schultz explores the effects of democratic politics on the use and success of coercive diplomacy. He argues that open political competition between the government and opposition parties influences the decision to use threats in international crises, how rival states interpret those threats, and whether or not crises can be settled short of war. The relative transparency of their political processes means that, while democratic governments cannot easily conceal domestic constraints against using force, they can also credibly demonstrate resolve when their threats enjoy strong domestic support. As a result, compared to their non-democratic counterparts, democracies are more selective about making threats, but those they do make are more likely to be successful - that is, to gain a favorable outcome without resort to war. Schultz develops his argument through a series of game-theoretic models and tests the resulting hypothesis using both statistical analyses and historical case studies.

However, most international security politics involve coercive diplomacy and negotiations short of all-out war. Worse Than a Monolith demonstrates that when states are engaged in coercive diplomacy--combining threats and assurances to influence the behavior of real or potential adversaries--divisions, rivalries, and lack of coordination within the opposing camp often make it more difficult to prevent the onset of conflict, to prevent existing conflicts from escalating, and to negotiate the end to those conflicts promptly. Focusing on relations between the Communist and anti-Communist alliances in Asia during the Cold War, Thomas Christensen explores how internal divisions and lack of cohesion in the two alliances complicated and undercut coercive diplomacy by sending confusing signals about strength, resolve, and intent. In the case of the Communist camp, internal mistrust and rivalries catalyzed the movement's aggressiveness in ways that we would not have expected from a more cohesive movement under Moscow's clear control. Why do states often refuse to yield to military threats from a more powerful actor, such as the United States? Why do they frequently prefer war to compliance? International Relations scholars generally employ the rational choice logic of consequences or the constructivist logic of appropriateness to explain this puzzling behavior. Max Weber, however, suggested a third logic of choice in his magnum opus Economy and Society: human decision making can also be motivated by emotions. Drawing on Weber and more recent scholarship in sociology and psychology, Robin Markwica introduces the logic of affect, or emotional choice theory, into the field of International Relations. The logic of affect posits that actors' behavior is shaped by the dynamic interplay among their norms, identities, and five key emotions: fear, anger, hope, pride, and humiliation. Markwica puts forward a series of propositions that specify the affective conditions under which leaders are likely to accept or reject a coercer's demands. To infer emotions and to examine their influence on decision making, he develops a methodological strategy combining sentiment analysis and an interpretive form of process tracing. He then applies the logic of affect to Nikita Khrushchev's behavior during the Cuban missile crisis in 1962 and Saddam Hussein's decision making in the Gulf conflict in 1990-1 offering a novel explanation for why U.S. coercive diplomacy succeeded in one case but not in the other.
