This book examines the experiences of a range of countries in the conflict in Afghanistan, with particular focus on the demands of operating within a diverse coalition of states. After laying out the challenges of the Afghan conflict in terms of objectives, strategy, and mission, case studies of 15 coalition members—each written by a country expert—discuss each country's motivation for joining the coalition and explore the impact of more than 10 years of combat on each country's military, domestic government, and populace. The book dissects the changes in the coalition over the decade, driven by both external factors—such as the Bonn Conferences of 2001 and 2011, the contiguous Iraq War, and politics and economics at home—and internal factors such as command structures, interoperability, emerging technologies, the surge, the introduction of counterinsurgency doctrine, Green on Blue attacks, escalating civilian casualties, and the impact of the Provincial Reconstruction Teams and NGOs. In their conclusion, the editors review the commonality and uniqueness evident in the country cases, lay out the lessons learned by NATO, and assess the potential for their application in future alliance warfare in the new global order.
Most books and articles still treat leadership and ethics as related though separate phenomena. This edited volume is an exception to that rule, and explicitly treats leadership and ethics as a single domain. Clearly, ethics is an aspect of leadership, and not a distinct approach that exists alongside other approaches to leadership. This holds especially true for the for the military, as it is one of the few organizations that can legitimately use violence. Military leaders have to deal with personnel who have either used or experienced violence. This intertwinement of leadership and violence separates military leadership from leadership in other professions. Even in a time that leadership is increasingly questioned, it is still good leadership that keeps soldiers from crossing the thin line between legitimate force and excessive violence
Modern warfare is almost always multilateral to one degree or another, requiring countries to cooperate as allies or coalition partners. Yet as the war in Afghanistan has made abundantly clear, multilateral cooperation is neither straightforward nor guaranteed. Countries differ significantly in what they are willing to do and how and where they are willing to do it. Some refuse to participate in dangerous or offensive missions. Others change tactical objectives with each new commander. Some countries defer to their commanders while others hold them to strict account. NATO in Afghanistan explores how government structures and party politics in NATO countries shape how battles are waged in the field. Drawing on more than 250 interviews with senior officials from around the world, David Auerswald and Stephen Saideman find that domestic constraints in presidential and single-party parliamentary systems--in countries such as the United States and Britain respectively--differ from those in countries with coalition governments, such as Germany and the Netherlands. As a result, different countries craft different guidelines for their forces overseas, most notably in the form of military caveats, the often-controversial limits placed on deployed troops. Providing critical insights into the realities of alliance and coalition warfare, NATO in Afghanistan also looks at non-NATO partners such as Australia, and assesses NATO's performance in the 2011 Libyan campaign to show how these domestic political dynamics are by no means unique to Afghanistan.
Some of the most brutal and long-lasting civil wars of our time involve the rapid formation and disintegration of alliances among warring groups, as well as fractionalization within them. It would be natural to suppose that warring groups form alliances based on shared identity considerations - such as Christian groups allying with Christian groups - but this is not what we see. Two groups that identify themselves as bitter foes one day, on the basis of some identity narrative, might be allies the next day and vice versa. Nor is any group, however homogeneous, safe from internal fractionalization. Rather, looking closely at the civil wars in Afghanistan and Bosnia and testing against the broader universe of fifty-three cases of multiparty civil wars, Fotini Christia finds that the relative power distribution between and within various warring groups is the primary driving force behind alliance formation, alliance changes, group splits and internal group takeovers.
The U.S.-led intervention in Afghanistan mobilized troops, funds, and people on an international level not seen since World War II. Hundreds of thousands of individuals and tens of billions of dollars flowed into the country. But what was gained for Afghanistan—or for the international community that footed the bill? Why did development money not lead to more development? Why did a military presence make things more dangerous? Through the stories of four individuals—an ambassador, a Navy SEAL, a young Afghan businessman, and a wind energy engineer—Noah Coburn weaves a vivid account of the challenges and contradictions of life during the intervention. Looking particularly at the communities around Bagram Airbase, this ethnography considers how Afghans viewed and attempted to use the intervention and how those at the base tried to understand the communities around them. These compelling stories step outside the tired paradigms of 'unruly' Afghan tribes, an effective Taliban resistance, and a corrupt Karzai government to show how the intervention became an entity unto itself, one doomed to collapse under the weight of its own bureaucracy and contradictory intentions.

Douglas Grindle provides a firsthand account of how the war in Afghanistan was won in a rural district south of Kandahar City and how the newly created peace slipped away when vital resources failed to materialize and the United States headed for the exit. By placing the reader at the heart of the American counterinsurgency effort, Grindle reveals little-known incidents, including the failure of expensive aid programs to target local needs, the slow throttling of local government as official funds failed to reach the districts, and the United States’ inexplicable failure to empower the Afghan local officials even after they succeeded in bringing the people onto their side. Grindle presents the side of the hard-working Afghans who won the war and expresses what they really thought of the U.S. military and its decisions. Written by a former field officer for the U.S. Agency for International Development, this story of dashed hopes and missed opportunities details how America’s desire to leave the war behind ultimately overshadowed its desire to sustain victory.
When NATO took charge of the International Security Assistance Force (ISAF) for Afghanistan in 2003, ISAF conceptualized its mission largely as a stabilization and reconstruction deployment. However, as the campaign has evolved and the insurgency has proved to more resistant and capable, key operational imperatives have emerged, including military support to the civilian development effort, closer partnering with Afghan security forces, and greater military restraint. All participating militaries have adapted, to varying extents, to these campaign imperatives and pressures. This book analyzes these initiatives and their outcomes by focusing on the experiences of three groups of militaries: those of Britain, Canada, Denmark, the Netherlands, and the US, which have faced the most intense operational and strategic pressures; Germany, who's troops have faced the greatest political and cultural constraints; and the Afghan National Army (ANA) and the Taliban, who have been forced to adapt to a very different sets of circumstances.
The fate of Afghanistan and the success of U.S. and coalition efforts to stabilize Afghanistan will in large measure be affected by the current and future policies pursued by its varied proximate and distal neighbors. Weinbaum evaluates the courses of action Afghanistan's key neighbors are likely to take.
The Council on Foreign Relations sponsors Independent Task Forces to assess issues of current and critical importance to U.S. foreign policy and provide policymakers with concrete judgments and recommendations. Diverse in backgrounds and perspectives, Task Force members aim to reach a meaningful consensus on policy through private and non-partisan deliberations. Once launched, Task Forces are independent of CFR and solely responsible for the content of their reports. Task Force members are asked to join a consensus signifying that they endorse "the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation." Each Task Force member also has the option of putting forward an additional or a dissenting view. Members' affiliations are listed for identification purposes only and do not imply institutional endorsement.
