The programme focuses on sustainable bioeconomy and value creation, sustainable and health-promoting food supply systems in the Nordic region, and associated initiatives, all of which support the vision for the Nordic region to be the world’s most sustainable and integrated region by 2030. At the same time, the Nordic co-operation contributes to the resolution of many of the most important global challenges that the world’s countries have agreed to prioritise through the UN’s 17 Global Sustainability Goals.

The Nordic Council of Ministers was tasked with steering Nordic co-operation towards delivering this vision. The Nordic Council of Ministers is following a special action plan in its efforts relating to the vision for the period 2021 to 2024. Now, after almost two years, a mid-point evaluation has been produced. Despite the challenges posed by the COVID-19 pandemic and the Russian war of aggression against Ukraine during the period, the Nordic Council of Ministers has delivered concrete results and made an impact. The activities of the Nordic Council of Ministers are being steered towards supporting the Nordic countries as well as possible in their realisation of the vision. Efforts relating to the green transition have been bolstered by way of DKK 120 million in additional funding thanks to a budget redistribution in the period 2021 to 2024. The mid-point evaluation was approved by the Ministers for Nordic Co-operation in September 2022.
The Nordic countries have collaborated in setting guidelines for dietary composition and recommended intakes of nutrients for several decades through the joint publication of the Nordic Nutrition Recommendations (NNR). This 5th edition, the NNR 2012, gives Dietary Reference Values (DRVs) for nutrients, and compared with earlier editions more emphasis has been put on evaluating the scientific evidence for the role of food and food patterns contributing to the prevention of the major diet-related chronic diseases. Recommendations on physical activity are included and interaction with physical activity has been taken into account for the individual nutrient recommendations wherever appropriate. A chapter on sustainable food consumption has been added. A Nordic perspective has been accounted for in setting the reference values.The NNR 2012 has used an evidence-based and transparent approach in assessing associations between nutrients and foods and certain health outcomes. Systematic reviews form the basis for the recommendations of several nutrients and topics, while a less stringent update has been done for others. The systematic reviews and individual chapters have been peer reviewed and the systematic reviews are published in the Food & Nutrition Research journal. The draft chapters were subject to an open public consultation. Recommendations have been changed only when sufficient scientific evidence has evolved since the 4th edition. The primary aim of the NNR 2012 is to present the scientific background of the recommendations and their application. We offer a new, emergent way to work with complex and dynamic systems. The cookbook is intended primarily for national and regional innovation agencies, as the government has both a mandate and more authority than any other entity to lead the change needed to achieve sustainable food systems. However, because innovation ecosystems include a variety of different actors, this strategy cookbook also provides valuable insights into the roles that entrepreneurs and civil society and research organisations can play to cultivate change from the bottom-up.
The 2030 Agenda, adopted by the UN General Assembly in September 2015, outlines an ambitious and universal plan of action for people, planet and prosperity as it seeks to strengthen universal peace and freedom. This report presents national and Nordic action on Agenda 2030 with the aim to inform and support the Nordic Council of Ministers in formulating a new Nordic Sustainable Development Programme. All Nordic countries are engaged and strongly committed to implementing Agenda 2030 and there is a broad societal interest in joint Nordic action. The existing Nordic Strategy for Sustainable Development and several other key initiatives within Nordic cooperation already contribute to the goals of Agenda 2030. A new Nordic Sustainable Development Programme can build upon a strong foundation and add further value to the national and international work done by the Nordic countries.

Action is needed to make agrifood systems more resilient, efficient, sustainable and inclusive. The State of Food and Agriculture 2021 presents country-level indicators of the resilience of agrifood systems. The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.
