This report aims to facilitate the use of the Intergovernmental Panel on Climate Change 5th Assessment Report (IPCC AR5) by those concerned with the fisheries and aquaculture sector and their dependent communities. The extensive information within the AR5 is condensed from the fisheries and aquaculture perspective and guiding links to the relevant IPCC documents facilitating further investigation are provided. The report moves from the chemical and physical changes already observed and forecaste d within the aquatic systems (inland and marine), to the implications of these changes for fisheries and aquaculture production systems. The AR5 is then reviewed for knowledge on the effects, vulnerabilities and adaptation options within the sector and their dependent communities at the continent and regional scales. The report concludes with a review of knowledge gaps from the fisheries and aquaculture perspective that would support further IPCC efforts.
An overview of the current scientific knowledge available on climate change implications for fisheries and aquaculture is provided through three technical papers that were presented and discussed during the Expert Workshop on Climate Change Implications for Fisheries and Aquaculture (Rome, 7-9 April 2008). A summary of the workshop outcomes as well as key messages on impacts of climate change on aquatic ecosystems and on fisheries- and aquaculture-based livelihoods are provided in the introduction of this Technical Paper. The first paper reviews the physical and ecological impacts of climate change relevant to marine and inland capture fisheries and aquaculture. The paper begins with a review of the physical impacts of climate change on marine and freshwater systems and then connects these changes with observed effects on fish production processes. It also outlines a series of scenarios of climate change impacts on fish production and ecosystems through case studies in different regions and ecosystems. The second paper tackles the consequences of climate change impacts on fisheries and their dependent communities. It analyses the exposure, sensitivity and vulnerability of fisheries to climate change and presents examples of adaptive mechanisms currently used in the sector. The contribution of fisheries to greenhouse gas emissions is addressed and examples of mitigation strategies are given. The role of public policy and institutions in promoting climate change adaptation and mitigation is also explored. Finally, the third paper addresses the impacts of climate change on aquaculture. It provides an overview of the current food fish and aquaculture production and a synthesis of existing studies on climate change effects on aquaculture and fisheries. The paper focuses on the direct and indirect impacts of climate change on aquaculture, in terms of biodiversity, fish disease and fishmeal. Contribution of aquaculture to climate change is addressed (carbon emission and carbon sequestration), as well as possible adaptation and mitigation measures that could be implemented.
The Addressing Fisheries and Aquaculture in National Adaptation Plans Supplement provides technical guidance on the integration of fisheries and aquaculture in the formulation and implementation of National Adaptation Plans (NAPs) and complements FAO’s Addressing agriculture, forestry and fisheries in National Adaptation Plans – Supplementary guidelines (referred to as NAP-Ag Guidelines, FAO 2017a). It aims to draw the attention of policy makers and government officers responsible for NAP planning and processes generally, as well as fisheries and aquaculture officers at country level, specifically. It collates and analyses relevant information from fisheries and aquaculture to support the sector’s ability to take part in national climate change adaptation planning processes.
Upwelling areas are among the most fertile regions of the ocean. In principle, upwelling is caused by the divergence of the flow in the surface layer of the ocean which arises as a consequence of a particular wind field, the presence of a coastline, or other special conditions. Since deeper oceanic layers are usually enriched wi th nutrients, it is the permanent supply of nutrients which forms the basis for the high producti vi ty of upwelling reg ions. The study of upwelling and its consequences were, for a long time, the task of individual scientists from all disciplines of marine science. Today, it is perhaps the branch of oceanography where interdisciplinary coopera tion has developed best. Becoming aware of the large potential yield of upwelling regions, governments in creased the funds for upwelling research. With research activities developed on a larger scale, interdisciplin ary cooperation became a necessity. On the international level, several symposia documented the rapid development. Three volumes reflect the results of these scientific meetings (Rapp. Proc.-Verb. 159, 1970; Inv. Pesq. 35, 1, 1971; Tethys §.' 1-2, 1974). The present book contains selected papers from the Third Symposium on Upwelling Ecosystems, which was held in Kiel in September 1975. Although the third of a series of meetings, it was the first where the word "ecosystem" stood in the title for a scientific program.
Climate change is one of the major challenges of modern times. Its impacts are manifold and vary from sea level rise (especially relevant to those living in coastal areas), to the increased frequency of extreme events such as cyclones and storm surges, which not only poses problems to property and infrastructure, but also to human health. Climate change is also associated with damages to the physical and natural environment, as well as to biodiversity. According to the 5th Assessment Report produced by the Inter-Governmental Panel on Climate Change (IPCC), many geographical regions across the world are moderately or highly vulnerable to climate change, whose impacts may be further exacerbated by other human-induced pressures. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries and regions on the one hand, but also on how the many problems it causes may be managed on the other, vis-a-vis a better ability to adapt. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic and political problems posed by climate change around the world, in order to replicate and even upscale the successful ones. It is against this background that the Handbook of Climate Change Management has been produced. It contains papers prepared by scholars, social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects, and working with communities across all geographical regions. The Handbook focuses on "Research, Leadership, Transformation," meaning that it serves the purpose of showcasing the role these key areas play in respect of applied research, field projects and best practices to foster climate change adaptation worldwide.
