"On June 30, Gordon & Kranzush, Inc, (G&K) was contracted by the Bureau of Land Management (BLM) to conduct a Class II (sample) inventory of approximately 6.7% (8500 acres) of 126,567 acres of the Lower White River Danforth Hills Known Recoverable Coal Resource Areas (KRCRAs) in the BLM Craig District in Moffat and Rio Blanco Counties, Colorado. The sample inventory was authorized under Contract Number YA-553-CTO-1063, and was designed to locate, record and evaluate the significances of all non-recent (pre-AD 1931), exposed cultural resources within a portion of the KRCRAs in a manner which would allow an objective estimate of the nature and distribution of cultural resources in the entire study area. These objectives were approached through 100% intensive pedestrian survey of 212 randomly selected forty-acre tracts drawn from an eligible sample unit universe of 1247 such tracts in the two KRCRAs, and through computer analyses of variable data recorded during the inventory which resulted in the formulation of a resource location predictive model for the study areas. In the final report submitted under YA-553-CTO-1063 (Gordon et al. 1982) G&K presented three predictive models of site location for the Danforth Hills and Lower White River KRCRAs. Under the hypothesis that environmental variations will cause variation in factors important to the prediction of resource location, individual discriminant analyses were performed using tract data from each of three recognized environmental zones: the Danforth Area, the Elk Springs Area and the Lower White River Area (Figure 1). The analyses resulted in a high degree of accuracy in predicting the presence or absence of cultural resources within the Danforth and the Elk Springs Areas, but G&K was unable to derive a predictive function for the Lower White River Area that exceeded approximately 67% in accuracy. G&K proposed modification of Contract Number YA-553-CTO-1063 to reanalyze data from the Lower White River Area to achieve a model accuracy rate of 75% or greater. BLM authorized the addition of Modification No. 1 of Contract Number YA-553-CTO-1063 on September 27, 1982.
