The establishment of the Communist social model in one part of Germany was a result of international postwar developments, of the Cold War waged by East and West, and of the resultant partition of Germany. As the author argues, the GDR’s ‘new’ society was deliberately conceived as a counter-model to the liberal and marketregulated system. Although the hopes connected with this alternative system turned out to be misplaced and the planned economy may be thoroughly discredited today, it is important to understand the context in which it developed and failed. This study, a bestseller in its German version, offers an in-depth exploration of the GDR economy’s starting conditions and the obstacles to growth it confronted during the consolidation phase. These factors, however, were not decisive in the GDR’s lack of growth compared to that of the Federal Republic. As this study convincingly shows, it was the economic model that led to failure.
In the mid-summer of 1989 the German Democratic Republic-- known as the GDR or East Germany--was an autocratic state led by an entrenched Communist Party. A loyal member of the Warsaw Pact, it was a counterpart of the Federal Republic of Germany (West Germany), which it confronted with a mixture of hostility and grudging accommodation across the divide created by the Cold War. Over the following year and a half, dramatic changes occurred in the political system of East Germany and culminated in the GDR's "accession" to the Federal Republic itself. Yet the end of Germany's division evoked its own new and very bitter constitutional problems. The Imperfect Union discusses these issues and shows that they are at the core of a great event of political, economic, and social history. Part I analyzes the constitutional history of eastern Germany from 1945 through the constitutional changes of 1989-1990 and beyond to the constitutions of the re-created east German states. Part II analyzes the Unification Treaty and the numerous problems arising from it: the fate of expropriated property on unification; the unification of the disparate eastern and western abortion regimes; the transformation of East German institutions, such as the civil service, the universities, and the judiciary; prosecution of former GDR leaders and officials; the "rehabilitation" and compensation of GDR victims; and the issues raised by the fateful legacy of the files of the East German secret police. Part III examines the external aspects of unification.
In keeping with the tenets of socialist internationalism, the political culture of the German Democratic Republic strongly emphasized solidarity with the non-white world: children sent telegrams to Angela Davis in prison, workers made contributions from their wages to relief efforts in Vietnam and Angola, and the deaths of Patrice Lumumba, Ho Chi Minh, and Martin Luther King, Jr. inspired public memorials. Despite their prominence, however, scholars have rarely examined such displays in detail. Envisioning Socialism examines television and the power it exercised to define the East Germans’ view of socialism during the first decades of the German Democratic Republic. In the first book in English to examine this topic, Heather L. Gumbert traces how television became a medium prized for its communicative and entertainment value. She explores the difficulties GDR authorities had defining and executing a clear vision of the society they hoped to establish, and she explains how television helped to stabilize GDR society in a way that ultimately worked against the utopian vision the authorities thought they were cultivating. Gumbert challenges those who would dismiss East German television as a tool of repression that couldn’t compete with the West or capture the imagination of East Germans. Instead, she shows how, by the early 1960s, television was a model of the kind of socialist realist art that could appeal to authorities and audiences. Ultimately, this socialist vision was overcome by the challenges that the international market in media products and technologies posed to nation-building in the postwar period. A history of ideas and perceptions examining both real and mediated historical conditions, Envisioning Socialism considers television as a technology, an institution, and a medium of social relations and cultural knowledge. Eli Rubin takes an innovative approach to consumer culture to explore questions of political consensus and consent and the impact of ideology on everyday life in the former East Germany. Synthetic Socialism explores the history of East Germany through the production and use of a deceptively simple material: plastic. Rubin investigates the connections between the communist government, its Bauhaus-influenced designers, its retooled postwar chemical industry, and its general consumer population. He argues that East Germany was neither a totalitarian state nor a niche society but rather a society shaped by the confluence of unique economic and political circumstances interacting with the concerns of ordinary citizens. To East Germans, Rubin says, plastic was a high-technology material, a symbol of socialism's scientific and economic superiority over capitalism. Most of all, the state and its designers argued, plastic goods were of a particularly special quality, not to be thrown away like products of the wasteful West. Rubin demonstrates that this argument was accepted by the mainstream of East German society, for whom the modern, socialist dimension of a plastics-based everyday life had a deep resonance.
Richardson-Little exposes the forgotten history of human rights in the German Democratic Republic, placing the history of the Cold War, Eastern European dissidents and the revolutions of 1989 in a new light. By demonstrating how even a communist dictatorship could imagine itself to be a champion of human rights, this book challenges popular narratives on the fall of the Berlin Wall and illustrates how notions of human rights evolved in the Cold War as they were re-imagined in East Germany by both dissidents and state officials. Ultimately, the fight for human rights in East Germany was part of a global battle in the post-war era over competing conceptions of what human rights meant. Nonetheless, the collapse of dictatorship in East Germany did not end this conflict, as citizens had to choose for themselves what kind of human rights would follow in its wake.
How can we account for the lack of large-scale policy change in West Germany despite changes in the partisan make-up of the federal government? This formulation of "the German Question" differs from the one commonly posed by students of German politics, a version usually focused on Germany's tragic confrontation with modernity and a possible revival of militarism and authoritarianism. Katzenstein here uncovers the political structures that make incremental policy change such a plausible political check against the growing force of government. This book examines in detail how West German policy and politics interrelate in six problem areas: economic management, industrial relations, social welfare, migrant workers, administrative reform, and university reform. Throughout these six case studies, Katzenstein suggests that West Germany's semi-sovereign state provides the answer to the German Question as it precludes the possibility of central authority. This book is an account of the sudden death of Socialist law in East Germany and of the reactions, hopes and fears of some of its survivors.
