Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

How historically rooted power dynamics have shaped the evolution of civil society globally. The civil society sector—made up of millions of nonprofit organizations, associations, charitable institutions, and the volunteers and resources they mobilize—has long been the invisible subcontinent on the landscape of contemporary society. Between kinship ties on the one hand and the state on the other, human beings experience a diversity of social relationships and groupings which in modern western thought have come to be gathered under the label 'civil society'. A liberal-individualist model of civil society has become fashionable in recent years, but what can such a term mean in the late twentieth century? The idea of civil society has long been central to the Western liberal-democratic tradition, where it has been seen as a crucial site for the development and pursuit of basic liberal values such as individual freedom, social pluralism, and democratic citizenship. This book considers how a host of other ethical traditions define civil society. Unlike most studies of the subject, which focus on a particular region or tradition, it considers a range of ethical traditions rarely addressed in one volume: libertarianism, critical theory, feminism, liberal egalitarianism, natural law, Christianity, Islam, Judaism, and Confucianism. It considers the extent to which these traditions agree or disagree on how to define civil society's limits and how to evaluate its benefits and harms. Following on from his earlier volume, Globalization and the Human Factor, Senyo Adjibolosoo focuses attention on the prospects for establishing civil society through the development of a positive human factor. As civil society can neither be brought into existence by factors such as stringent legislation, economic development, political manoeuvring and violent civil disobedience, nor by chance, these orthodox procedures have proved to be nothing more than unproductive quick-fix solutions. This study examines how previous social engineering programmes failed because of the preoccupation with the symptoms of severe human factor decay (HFD). The necessary conditions for a successful evolution of a principle–centred civil society is the availability of a positive human factor, without which no group of people can achieve and sustain civil liberties, human rights or the rule of law. Provocative and challenging, this book illustrates how positive human factor is essential to not only developing but also industrialized countries.
