This book provides a definitive overview of the relationships of influence between civil society and intelligence elites. The secrecy surrounding intelligence means that publication of intelligence is highly restricted, barring occasional whistle-blowing and sanitised official leaks. These characteristics mean that intelligence, if publicised, can be highly manipulated by intelligence elites, while civil society’s ability to assess and verify claims is compromised by absence of independent evidence. There are few studies on the relationship between civil society and intelligence elites, which makes it hard to form robust assessments or practical recommendations regarding public oversight of intelligence elites. Addressing that lacuna, this book analyses two case studies of global political significance. The intelligence practices they focus on (contemporary mass surveillance and Bush-era torture-intelligence policies) have been presented as vital in fighting the ‘Global War on Terror’, enmeshing governments of scores of nation-states, while challenging internationally established human rights to privacy and to freedom from torture and enforced disappearance. The book aims to synthesise what is known on relationships of influence between civil society and intelligence elites. It moves away from disciplinary silos, to make original recommendations for how a variety of academic disciplines most likely to study the relationship between civil society and intelligence elites (international relations, history, journalism and media) could productively cross-fertilise. Finally, it aims to create a practical benchmark to enable civil society to better hold intelligence elites publicly accountable. This book will be of great interest to students of intelligence studies, surveillance, media, journalism, civil society, democracy and IR in general.
The author assesses the main theories developed to account for and explain why and how authoritarian regimes give way to democratic ones. Focusing on the Philippines—home to the mother of all election-watch movements, the original People Power revolt, and one of the largest and most diverse NGO populations in the world—Eva-Lotta Hedman offers a critique that goes against the grain of much other current scholarship. Her highly original work challenges celebratory and universalist accounts that tend to reify "civil society" as a unified and coherent entity, and to ascribe a single meaning and automatic trajectory to its role in democratization. She shows how mobilization in the name of civil society is contingent on the intercession of citizens and performative displays of citizenship—as opposed to other appeals and articulations of identity, such as class. In short, Hedman argues, the very definitions of "civil" and "society" are at stake. Based on extensive research spanning the course of a decade (1991–2001), this study offers a powerful analysis of Philippine politics and society inspired by the writings of Antonio Gramsci. It draws on a rich collection of sources from archives, interviews, newspapers, and participant-observation. It identifies a cycle of recurring "crises of authority," involving mounting threats—from above and below—to oligarchical democracy in the Philippines. Tracing the trajectory of Gramscian "dominant bloc" of social forces, Hedman shows how each such crisis in the Philippines promotes a countermobilization by the "intellectuals" of the dominant bloc: the capitalist class, the Catholic Church, and the U.S. government. In many low and middle income countries, dismal failures in the quality of public service delivery such as absenteeism among teachers and doctors and leakages of public funds have driven the agenda for better governance and accountability. This has raised interest in the idea that citizens can contribute to improved quality of service delivery by holding policy-makers and providers of services accountable. This proposition is particularly resonant when it comes to the human development sectors – health, education and social protection – which involve close interactions between providers and citizens/users of services. Governments, NGOs, and donors alike have been experimenting with various “social accountability” tools that aim to inform citizens and communities about their rights, the standards of service delivery they should expect, and actual performance; and facilitate access to formal redress mechanisms to address service failures. The report reviews how citizens – individually and collectively – can influence service delivery through access to information and opportunities to use it to hold providers – both frontline service providers and program managers – accountable. It focuses on social accountability measures that support the use of information to increase transparency and service delivery and grievance redress mechanisms to help citizens use information to improve accountability. The report takes stock of what is known from international evidence and from within projects supported by the World Bank to identify knowledge gaps, key questions and areas for further work. It synthesizes experience to date; identifies what resources are needed to support more effective use of social accountability tools and approaches; and formulates considerations for their use in human development. The report concludes that the relationships between citizens, policy-makers, program managers, and service providers are complicated, not always direct or easily altered through a single intervention, such as an information campaign or scorecard exercise. The evidence base on social accountability mechanisms in the HD sectors is under development. There is a small but growing set of evaluations which test the impact of information interventions on service delivery and HD outcomes. There is ample space for future experiments to test how to make social accountability work at the country level.
Examines the critical role of urban taverns in the social and political life of colonial and revolutionary America From exclusive “city taverns” to seedy “disorderly houses,” urban taverns were wholly engrained in the diverse web of British American life. By the mid-eighteenth century, urban taverns emerged as the most popular, numerous, and accessible public spaces in British America. These shared spaces, which hosted individuals from a broad swath of socioeconomic backgrounds, eliminated the notion of “civilized” and “wild” individuals, and dismayed the elite colonists who hoped to impose a British-style social order upon their local community. More importantly, urban taverns served as critical arenas through which diverse colonists engaged in an ongoing act of societal negotiation. Inn Civility exhibits how colonists’ struggles to emulate their British homeland ultimately impelled the creation of an American republic. This unique insight demonstrates the messy, often contradictory nature of British American society building. In striving to create a monarchical society based upon tenets of civility, order, and liberty, colonists inadvertently created a political society that the founders would rely upon for their visions of a republican America. The elitist colonists’ futile efforts at realizing a civil society are crucial for understanding America’s controversial beginnings and the fitful development of American republicanism.
