While neoliberals typically view civil society organizations as vital channels for the implementation of economic and political reforms, they are also inclined to blame the politics of belonging for the poor record of these reforms. Piet Konings rejects such notions and argues that the relationship between civil society and the politics of belonging is more complex in Africa than Western donors and scholars are inclined to admit. He argues that ethno-regional associations and movements are more significant constituents of civil society in Africa than the conventional organizations that are often uncritically imposed or endorsed. He shows how the politics of belonging, so pervasive in Cameroon, and indeed much of Africa, during the current neoliberal economic and political reforms, has tended to penetrate the entire range of associational life, and he calls for a critical re-appraisal of prevalent notions and assumptions about civil society in the interest of African reality.
Civil society is one of several Western political and social concepts that have not traveled successfully to Africa. Revived in response to the search for democracy in Eastern Europe during the late Soviet era, Western donors promoted and funded new civil society organizations in sub-Saharan Africa, regarding them as an essential grounding for African democratization. Most of these new civil society organizations had little in common with African associational activity. Focusing on the characteristics and behavior of longstand-ing African organizations would appear a better starting point for developing a useful concept of an African civil society. One candidate worth serious investigation is the Buganda Kingdom Government. This organization violates most distinctions central to Western notions of civil society. Yet it continues to behave like a civil society organization. Its political and conceptual collisions offer guidance toward a useful notion of African civil society and understanding Ugandan politics.
This book provides the first comprehensive overview of the history of democracy in Africa and explains why the continent's democratic experiments have so often failed, as well as how they could succeed. Nic Cheeseman grapples with some of the most important questions facing Africa and democracy today, including whether international actors should try and promote democracy abroad, how to design political systems that manage ethnic diversity, and why democratic governments often make bad policy decisions. Beginning in the colonial period with the introduction of multi-party elections and ending in 2013 with the collapse of democracy in Mali and South Sudan, the book describes the rise of authoritarian states in the 1970s; the attempts of trade unions and some religious groups to check the abuse of power in the 1980s; the remarkable return of multiparty politics in the 1990s; and finally, the tragic tendency for elections to exacerbate corruption and violence.
Offering an anthropological perspective, this volume explores the changing relations between law and governance, examining how changes in the structure of governance affect the relative social significance of law within situations of legal pluralism. As South Africa consolidates its democracy, chieftaincy has remained a controversial and influential institution that has adapted to recent changes. J. Michael Williams examines the chieftaincy and how it has sought to assert its power since the end of apartheid. By taking local-level politics seriously and looking closely at how chiefs negotiate the new political order, Williams takes a position between those who see the chieftaincy as an indigenous democratic form deserving recognition and protection, and those who view it as incompatible with democracy. Williams describes a network of formal and informal accommodations that have influenced the ways state and local authorities interact. By focusing on local perceptions of the chieftaincy and its interactions with the state, Williams reveals an ongoing struggle for democratization at the local and national levels in South Africa.
