Whether it is wildfires in Alberta, widespread flooding in Newfoundland, or massive snowstorms in Nova Scotia, Canadian governments must be prepared to manage a range of emergencies. Many organizations and resources have to be coordinated in emergency management, and the quality of emergency planning has a direct impact on the effectiveness of disaster response. Municipalities have primary responsibility, but emergency management requires authority and resources from all levels of government as well as collaboration with stakeholders from the private and voluntary sectors. Drawing on extensive documentary evidence and many interviews with government officials and stakeholders, Multilevel Governance and Emergency Management in Canadian Municipalities provides a comprehensive assessment of the structure and dynamics of emergency management in Canada. This volume provides readers with an opportunity to learn from front line water managers of watershed-based agencies across Canada about integrated water management (or integrated water resource management). In common with practice in much of the world, the responsibility for implementing integrated watershed management in Canada is fragmented. Each province and territory in Canada has developed unique approaches or governance models to guide decision making in that regard. For permanent hazards (such as tides, wind waves, coastal erosion and climate change) routine predictions are made, whereas for evanescent hazards (including droughts, sea level rise, and coastal subsidence), monitoring of various parameters is the norm. Only for episodic hazards (for example hurricanes, winter storms, tsunamis, and river floods), early warning systems are used, with varying degrees of success.
