Nearly every regime today claims to be democratic, but not all 'democracies' allow free politics, and free politics existed long before democratic franchises. This book is a short account of the history of the doctrine and practice of democracy, from ancient Greece and Rome through the American, French, and Russian revolutions, and of the usages and practices associated with it in the modern world. It argues that democracy is a necessary but not a sufficient condition for good government, and that ideas of the rule of law, and of human rights, should in some situations limit democratic claims. In Varieties of Sovereignty and Citizenship, scholars from a wide range of disciplines reflect on the transformation of the world away from the absolute sovereignty of independent nation-states and on the proliferation of varieties of plural citizenship. The emergence of possible new forms of allegiance and their effect on citizens and on political processes underlie the essays in this volume. The essays reflect widespread acceptance that we cannot grasp either the empirical realities or the important normative issues today by focusing only on sovereign states and their actions, interests, and aspirations. All the contributors accept that we need to take into account a great variety of globalizing forces, but they draw very different conclusions about those realities. For some, the challenges to the sovereignty of nation-states are on the whole to be regretted and resisted. These transformations are seen as endangering both state capacity and state willingness to promote stability and security internationally. Moreover, they worry that declining senses of national solidarity may lead to cutbacks in the social support systems many states provide to all those who reside legally within their national borders. Others view the system of sovereign nation-states as the aspiration of a particular historical epoch that always involved substantial problems and that is now appropriately giving way to new, more globally beneficial forms of political association. Some contributors to this volume display little sympathy for the claims on behalf of sovereign states, though they are just as wary of emerging forms of cosmopolitanism, which may perpetuate older practices of economic exploitation, displacement of indigenous communities, and military technologies of domination. Collectively, the contributors to this volume require us to rethink deeply entrenched assumptions about what varieties of sovereignty and citizenship are politically possible and desirable today, and they provide illuminating insights into the alternative directions we might choose to pursue.
Most modern democracies punish hate speech. Less freedom for some, they claim, guarantees greater freedom for others. Citizenship under Fire examines the relationship among civic education, the culture of war, and the quest for peace. Drawing on examples from Israel and the United States, Sigal Ben-Porath seeks to understand how ideas about citizenship change when a country is at war, and what educators can do to prevent some of the most harmful of these changes. Perhaps the most worrisome one, Ben-Porath contends, is a growing emphasis in schools and elsewhere on social conformity, on tendentious teaching of history, and on drawing stark distinctions between them and us. As she writes, "The varying characteristics of citizenship in times of war and peace add up to a distinction between belligerent citizenship, which is typical of democracies in wartime, and the liberal democratic citizenship that is characteristic of more peaceful democracies." Ben-Porath examines how various theories of education--principally peace education, feminist education, and multicultural education--speak to the distinctive challenges of wartime. She argues that none of these theories are satisfactory on their own theoretical terms or would translate easily into practice. In the final chapter, she lays out her own alternative theory--"expansive education"--which she believes holds out more promise of widening the circles of participation in schools, extending the scope of permissible debate, and diversifying the questions asked about the opinions voiced.
Border walls permeate our world, with more than thirty nation-states constructing them. Anthropologists Margaret E. Dorsey and Miguel Díaz-Barriga argue that border wall construction manifests transformations in citizenship practices that are aimed not only at keeping migrants out but also at enmeshing citizens into a wider politics of exclusion. For a decade, the authors studied the U.S.-Mexico border wall constructed by the Department of Homeland Security and observed the political protests and legal challenges that residents mounted in opposition to the wall. In Fencing in Democracy Dorsey and Díaz-Barriga take us to those border communities most affected by the wall and often ignored in national discussions about border security to highlight how the state diminishes citizens' rights. That dynamic speaks to the citizenship experiences of border residents that is indicative of how walls imprison the populations they are built to protect. Security concerns have mushroomed. Increasingly numerous areas of life are governed by security policies and technologies. Security Unbound argues that when insecurities pervade how we relate to our neighbours, how we perceive international politics, how governments formulate policies, at stake is not our security but our democracy. Security is not in the first instance a right or value but a practice that challenges democratic institutions and actions. We are familiar with emergency policies in the name of national security challenging parliamentary processes, the space for political dissent, and fundamental rights. Yet, security practice and technology pervade society heavily in very mundane ways without raising national security crises, in particular through surveillance technology and the management of risks and uncertainties in many areas of life. These more diffuse security practices create societies in which suspicion becomes a default way of relating and governing relations, ranging from neighbourhood relations over financial transactions to cross border mobility. Security Unbound demonstrates that governing through suspicion poses serious challenges to democratic practice. Some of these challenges are familiar, such as the erosion of the right to privacy; others are less so, such as the post-human challenge to citizenship. Security unbound provokes us to see that the democratic political stake today is not our security but preventing insecurity from becoming the organising principle of political and social life.
