By the 1890s, white Americans were avid consumers of American Indian cultures. At heavily scripted Wild West shows, Chautauquas, civic pageants, expositions, and fairs, American Indians were most often cast as victims, noble remnants of a vanishing race, or docile candidates for complete assimilation. However, as Lucy Maddox demonstrates in Citizen Indians, some prominent Indian intellectuals of the era--including Gertrude Bonnin, Charles Eastman, and Arthur C. Parker--were able to adapt and reshape the forms of public performance as one means of entering the national conversation and as a core strategy in the pan-tribal reform efforts that paralleled other Progressive-era reform movements.Maddox examines the work of American Indian intellectuals and reformers in the context of the Society of American Indians, which brought together educated, professional Indians in a period when the "Indian question" loomed large. These thinkers belonged to the first generation of middle-class American Indians more concerned with racial categories and civil rights than with the status of individual tribes. They confronted acute crises: the imposition of land allotments, the abrogation of the treaty process, the removal of Indian children to boarding schools, and the continuing denial of birthright citizenship to Indians that maintained their status as wards of the state. By adapting forms of public discourse and performance already familiar to white audiences, Maddox argues, American Indian reformers could more effectively pursue self-representation and political autonomy.

Indian communities have existed in the Gulf emirate of Dubai for more than a century. Since the 1970s, workers from South Asia have flooded into the emirate, enabling Dubai's huge construction boom. They now compose its largest noncitizen population. Though many migrant families are middle-class and second-, third-, or even fourth-generation residents, Indians cannot become legal citizens of the United Arab Emirates. Instead, they are all classified as temporary guest workers. In Impossible Citizens, Neha Vora draws on her ethnographic research in Dubai's Indian-dominated downtown to explore how Indians live suspended in a state of permanent temporariness. While their legal status defines them as perpetual outsiders, Indians are integral to the Emirati nation-state and its economy. At the same time, Indians—even those who have established thriving diasporic neighborhoods in the emirate—disavow any interest in formally belonging to Dubai and instead consider India their home. Vora shows how these multiple and conflicting logics of citizenship and belonging contribute to new understandings of contemporary citizenship, migration, and national identity, ones that differ from liberal democratic models and that highlight how Indians, rather than Emiratis, are the quintessential—yet impossible—citizens of Dubai.
In this remarkable account of imperial citizenship, Sukanya Banerjee investigates the ways that Indians formulated notions of citizenship in the British Empire from the late nineteenth century through the early twentieth. Tracing the affective, thematic, and imaginative tropes that underwrote Indian claims to formal equality prior to decolonization, she emphasizes the extralegal life of citizenship: the modes of self-representation it generates even before it is codified and the political claims it triggers because it is deferred. Banerjee theorizes modes of citizenship decoupled from the rights-conferring nation-state; in so doing, she provides a new frame for understanding the colonial subject, who is usually excluded from critical discussions of citizenship. Interpreting autobiography, fiction, election speeches, economic analyses, parliamentary documents, and government correspondence, Banerjee foregrounds the narrative logic sustaining the unprecedented claims to citizenship advanced by racialized colonial subjects. She focuses on the writings of figures such as Dadabhai Naoroji, known as the first Asian to be elected to the British Parliament; Surendranath Banerjea, among the earliest Indians admitted into the Indian Civil Service; Cornelia Sorabji, the first woman to study law in Oxford and the first woman lawyer in India; and Mohandas K. Gandhi, who lived in South Africa for nearly twenty-one years prior to his involvement in Indian nationalist politics. In her analysis of the unexpected registers through which they carved out a language of formal equality, Banerjee draws extensively from discussions in both late-colonial India and Victorian Britain on political economy, indentured labor, female professionalism, and bureaucratic modernity. Signaling the centrality of these discussions to the formulations of citizenship, Becoming Imperial Citizens discloses a vibrant transnational space of political action and subjecthood, and it sheds new light on the complex mutations of the category of citizenship.

"The United States Code is the official codification of the general and permanent laws of the United States of America. The Code was first published in 1926, and a new edition of the code has been published every six years since 1934. The 2012 edition of the Code incorporates laws enacted through the One Hundred Twelfth Congress, Second Session, the last of which was signed by the President on January 15, 2013. It does not include laws of the One Hundred Thirteenth Congress, First Session, enacted between January 2, 2013, the date it convened, and January 15, 2013. By statutory authority this edition may be cited "U.S.C. 2012 ed." As adopted in 1926, the Code established prima facie the general and permanent laws of the United States. The underlying statutes reprinted in the Code remained in effect and controlled over the Code in case of any discrepancy. In 1947, Congress began enacting individual titles of the Code into positive law. When a title is enacted into positive law, the underlying statutes are repealed and the title then becomes legal evidence of the law. Currently, 26 of the 51 titles in the Code have been so enacted. These are identified in the table of titles near the beginning of each volume. The Law Revision Counsel of the House of Representatives continues to prepare legislation pursuant to 2 U.S.C. 285b to enact the remainder of the Code, on a title-by-title basis, into positive law. Breaking new ground in scholarship, Niraja Jayal writes the first history of citizenship in the largest democracy in the world—India. Unlike the mature democracies of the west, India began as a true republic of equals with a complex architecture of citizenship rights that was sensitive to the many hierarchies of Indian society. In this provocative biography of the defining aspiration of modern India, Jayal shows how the progressive civic ideals embodied in the constitution have been challenged by exclusions based on social and economic inequality, and sometimes also, paradoxically, undermined by its own policies of inclusion. Citizenship and Its Discontents explores a century of contestations over citizenship from the colonial period to the present, analyzing evolving conceptions of citizenship as legal status, as rights, and as identity. The early optimism that a new India could be fashioned out of an unequal and diverse society led to a formally inclusive legal membership, an impulse to social and economic rights, and group-differentiated citizenship. Today, these policies to create a civic community of equals are losing support in a climate of social intolerance and weak solidarity. Once seen by Western political scientists as an anomaly, India today is a site where every major theoretical debate about citizenship is being enacted in practice, and one that no global discussion of the subject can afford to ignore.
