This book systematically reviews the experiences and problems encountered in the development of China’s rural areas over the past three decades since the start of the country’s economic reform. As such, it addresses the most important aspects in terms of China’s rural communities, farmers and agriculture from the perspective of development, such as the agricultural management system, rural land tenure system, rural fiscal and taxation system, financial system, science and technology system, rural governance structure, poverty alleviation, environmental protection, etc. The approach employed combines essential theories, laws, and policy strategies with rural development practice in order to analyze the success stories and lingering problems, to explore the causes of both, and to offer an outlook on the future of rural development.
Since 1985, the Chinese government has given high priority to building roads, particularly high-quality roads that connect industrial centers. This report evaluates the contribution roads have made to poverty reduction and economic growth in China over the last two decades. It disaggregates road infrastructure into different classes to account for differences in their quality, and then estimates the impact of road investments on overall economic growth, agricultural growth, urban growth, urban poverty reduction, and rural poverty reduction. The report makes the case for a greater focus on low-quality and rural roads in future infrastructure investment strategies in China. It does so by showing how investing in low-quality and rural roads will generate larger marginal returns, raise more people out of poverty per yuan invested, and reduce regional development disparity more sharply than investing in high-quality roads. The study's findings will have considerable implications for China's infrastructure policy
A study of how China’s changing economy may leave its rural communities in the dust and launch a political and economic disaster. As the glittering skyline in Shanghai seemingly attests, China has quickly transformed itself from a place of stark poverty into a modern, urban, technologically savvy economic powerhouse. But as Scott Rozelle and Natalie Hell show in Invisible China, the truth is much more complicated and might be a serious cause for concern. China’s growth has relied heavily on unskilled labor. Most of the workers who have fueled the country’s rise come from rural villages and have never been to high school. China’s dismantling of the Mao-era rural commune system and return to individual household farming under Deng Xiaoping has been seen as a successful turn away from a misguided social experiment and a rejection of the disastrous policies that produced widespread famine. In this revisionist study, Joshua Eisenman marshals previously inaccessible data to overturn this narrative, showing that the commune modernized agriculture, increased productivity, and spurred an agricultural green revolution that laid the foundation for China’s future rapid growth. Red China’s Green Revolution tells the story of the commune’s origins, evolution, and downfall, demonstrating its role in China’s economic ascendance. After 1970, the commune emerged as a hybrid institution, including both collective and private elements, with a high degree of local control over economic decision but almost no say over political ones. It had an integrated agricultural research and extension system that promoted agricultural modernization and collectively owned local enterprises and small factories that spread rural industrialization. The commune transmitted Mao’s collectivist ideology and enforced collective isolation so it could overwork and underpay its households. This book interrogates the inevitability and practicability of full-scale, land-intensive capitalist agriculture in China, whilst analyzing the labor-intensive industrious revolution as an alternative rural development path. It presents a critical account of the recent rise of agrarian capitalism as a force that would undermine hundreds of millions of people's livelihoods in the populous country. The Land Question in China traces the roots of the industrious revolution in China back to the eighteenth century, drawing comparisons between contemporary rural development and economic prosperity in the mid-Qing dynasty. In the context of neoliberal restructuring, it argues that vigorous rural development with broad access to land offers a solution to mitigate precarious urban employment and population pressure, while the transfer of land from villagers to large producers and urban investors will exacerbate these problems. Comparisons with South Africa and the East Asian economies of Japan, South Korea, and Taiwan further illustrate this and help to develop a new interpretation of the industrious revolution and its contemporary relevance. At the turn of the millennium, the disparities between rural and urban livelihoods, underdevelopment and administrative shortcomings in the Chinese countryside were increasingly seen as posing a manifest threat to social harmony and economic and political stability. At that time the term "three rural problems" (sannong wenti) was coined which defined the main issues of rural life that needed to be targeted by government action: agriculture (nongye), villages (nongcun) and farmers (nongmin). In turn, with the launch of the 11th Five-Year Plan in 2006, a pledge was made to shift the focus of developmental efforts to the long-neglected countryside, which is still home to half of the Chinese population. This book presents an analysis of adaptive local policy implementation in China in the context of the "Building of a New Socialist Countryside" (BNSC) policy framework. Based on intensive field work in four counties in Fujian, Jiangxi, Shaanxi and Zhejiang Provinces between 2008 and 2011, it offers detailed analyses of the form and impact of county governments’ strategic agency at certain stages and within certain fields of the implementation process (for example, the design of local BNSC programs, the steering of project funding, implementation and evaluation, the establishment of model villages and the management of public participation). Further, this study illustrates that BNSC is far more than the ‘empty slogan’ described by many observers when it was launched in 2005/2006. Instead, it has already brought about considerable shifts in terms of the process and outcomes of rural policy implementation. Altogether, the results of this research challenge existing paradigms by showing how, against the background of contemporary approaches to rural development and recent reforms initiated by the central state, local bureaucracies’ strategic agency can actually push forward effective – albeit not necessarily optimal – policy implementation to some extent, which serves the interests of central authorities, local implementors and rural residents. By tying into the larger debates on China's state capacity and authoritarian adaptability, this book enriches our understanding of the inner workings of the Chinese political system. As such, it will prove invaluable to students and scholars of Chinese politics, public policy and development studies more generally.
