China is a powerful engine of the global economy and the country's rise is undoubtedly the outcome of its protracted campaign of designing and implementing national development strategies since the founding of the People's Republic of China in 1949. This book reviews the transformation and innovation of China's economic development strategies, especially Deng Xiaoping's Three-Step strategy and Xi Jinping's internal and external strategies. By introducing the concept of strategic paradigm, it analyzes the theoretical basis of myriads of economic development strategies and predicts China's choice. With the evolutionary process and the outstanding problems in national development planning as the main thread, it discusses the improvement of the national planning system, specifically of the national overall planning system, the regional planning system, the interplay and conflict between regional planning. It also studies the reform of city-county planning system, major function-oriented zones (MFOZs) and planning legislation and institutionalization. It also attempts to put forward proposals to coordinate the interests of planning departments and make different types of planning at different administrative levels compatible.
In the early 2000s, Chinese demand for imported commodities ballooned as the country continued its breakneck economic growth. Simultaneously, global markets in metals and fuels experienced a boom of unprecedented extent and duration. Meanwhile, resource-rich states in the Global South from Argentina to Angola began to advance a range of new development strategies, breaking away from the economic orthodoxies to which they had long appeared tied. In China’s Wake reveals the surprising connections among these three phenomena. Nicholas Jepson shows how Chinese demand not only transformed commodity markets but also provided resource-rich states with the financial leeway to set their own policy agendas, insulated from the constraints and pressures of capital markets and multilateral creditors such as the International Monetary Fund. He combines analysis of China-led structural change with fine-grained detail on how the boom played out across fifteen different resource-rich countries. Jepson identifies five types of response to boom conditions among resource exporters, each one corresponding to a particular pattern of domestic social and political dynamics. Three of these represent fundamental breaks with dominant liberal orthodoxy—and would have been infeasible without spiraling Chinese demand. Jepson also examines the end of the boom and its consequences, as well as the possible implications of future China-driven upheavals. Combining a novel theoretical approach with detailed empirical analysis at national and global scales, In China’s Wake is an important contribution to global political economy and international development studies.
This book examines China’s new development policies, which seek to reposition China from export platform for a diverse array of low-cost consumer goods to technological leader in sectors linked to advanced manufacturing, artificial intelligence, electric vehicles, e-commerce, and new internet-related production networks oriented to China’s large domestic market. China’s energy strategy has global ramifications and impact, and central to this strategy is the country’s transition from coal to gas. The book presents the culmination of a two-year collaboration between the Development Research Center of the State Council (DRC) and Shell. With the Chinese government’s strategic aim to increase the share of gas in the energy mix from 5.8% in 2014 to 10% and 15% in 2020 and 2030 respectively, the book outlines how China can achieve its gas targets. In the last two decades, China's western inland region has largely been left out of the nation's economic boom. While its 355-million population accounts for 28% and its land area for 71% of China's total, the region's share of the national GDP is under 20%. Since 1999, Beijing has implemented the West China Development Program to boost the region's growth.
