In the beginning of the twenty-first century, it is hard to imagine a place more exciting than China. The country's economy is growing by more than ten percent per year. The lives of Chinese citizens in every stratum of society are changing--indeed, the very rules that define the parameters of their lives are changing. Over a billion people are simultaneously hustling, trying to decipher the rules, carving a place out for themselves in the new China. Predictably, the result is a glorious mess. Tracing the little-known history of the first underground Catholic church in China, noted scholar D. E. Mungello illuminates the period between the imperial expulsion of foreign Christian missionaries in 1724 and their return with European colonialism in the 1800s. Few realize that this was the first time in which Chinese, rather than Europeans, came to control their own church as Chinese clergy and lay leaders maintained communities of clandestine Catholics. Mungello follows the church in a time of persecution, focusing in particular on the role of Chinese clergy and lay leaders in maintaining communities of clandestine Catholics during the eighteenth century. He highlights the parallels between the 1724 and 1951 expulsions of missionaries from China, the first driven by a Chinese imperial system and the second by a revolutionary Communist government. The two periods also reflected foreign bias against the Chinese priests and laity and questions about their spiritual depth and constancy. However, Mungello shows that the historical record of incarcerated and interrogated Christians reveals a spiritually inspired resistance to government oppression and a willingness to suffer, often to the point of martyrdom.
China has achieved significant socio-economic progress and has become a key player on the international stage after several decades of open-door and reform policy. In China, the central government has the political will to control organized crime, which is seen as a national security threat. The crux of the problem is how to control local governments that have demonstrated lax enforcement without sufficient regulation from the provincial governments. The development of prostitution, underground gambling and narcotics production has become so serious that the central government has to rely on anti-crime campaigns to combat these "three evils". This book explores the specific role of government institutions and agencies, notably the police, in controlling organised and cross-border crime in Greater China. Drawing heavily on original empirical data, it compares the both the states of the People’s Republic of China and Taiwan, as well as city-states Hong Kong and Macao. This region has become increasingly economically integrated, and human interactions have been enhanced through improved trade relations, tourism, and increased individual freedom. The book argues that the regime capacity of crime control across Greater China has been expanded through regional and international police cooperation as well as anti-crime campaigns. It suggests that a strong central state in China is necessary to rein in the local states and to prevent the risk of deteriorating into a political-criminal nexus. Focusing on regime capacity in crime control, regime autonomy from crime groups, and regime legitimacy in the fight against organized crime, this thought-provoking book will be of great interest to students and scholars of Chinese politics and criminology more broadly.
