三方合作是在传统的南北合作和南南合作基础上的创新合作模式,是沟通南南合作和南北合作的桥梁。此报告主要探讨中国、欧洲和非洲在国际发展合作(又称发展援助)领域的三方合作。三方合作早由欧洲援助国在2006年中非合作论坛北京峰会后提出,主要目的是将中国纳入欧美主导的国际体系,中国不得不被动应对压力。2014年以后,随着国际形势的变化,中国参与三方合作的政策空间发生了重大变化,中国由被动应对转变为积极参与,并主动提出“拓展第三方市场合作”的中国方案,中国在国际舞台和非洲事务上变得更加积极自信,这为中欧非的三方合作带来新的契机。中欧非三方合作经历了政府和政策层面的激辩、相对沉寂和重回政策制定者视野几个阶段。面对美国带来的逆全球化潮流和全球不确定局面,中欧非三方合作对中美和欧美关系博弈具有权重和砝码作用。中国和欧洲在非洲没有战略性的利益冲突,双方对非具体政策的分歧在缩小,且均有加强对非事务合作的意愿。此报告旨在介绍三方合作在政策实践层面的新进展,并通过三个具体的国别和行业案例(中英非安全合作、中德非职业教育合作、中欧非医疗合作)研讨三方合作面临的机遇和挑战,以弥补目前三方合作系统性研究的不足并提出政策建议。三方合作应摒弃意识形态之争,抓住新契机,从战略对接到具体政策合作层递推进,推动具体项目落地,从减贫和农业、公共卫生等争议较小、意义重大的领域开始,由易而难,循序渐进。
In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Resulting from three years of international, interdisciplinary research cooperation among academics and practitioners in Europe and the BICS countries within a project funded by the Volkswagen Foundation, this volume addresses one of the greatest global challenges. Specific focus lies on the bilateral energy dialogues and Strategic Partnerships between the EU and Emerging Powers regarding bilateral, inter- and transnational energy cooperation. Furthermore, the analysis provides policy recommendations in order to tap the full potential of energy cooperation between the EU and Brazil, India, China and South Africa.
China, the European Union and Global Governance examines the key determinants of European and Chinese approaches to the restructuring of global governance systems. Using a multidisciplinary method, this collection of chapters analyses four distinct fields that are key for both China and the EU and in the development of their relations and future cooperation: the global trading system, the international monetary system, climate and energy policy and international security. In the context of ChinaÍs growing role in global governance and of EU_China cooperation, these contributions emphasize strategies, prospects and objectives of both actors. They outline possible avenues for an enhanced partnership in light of the changing global order, which implies a rethinking of the existing multilateral structures. In recent years, China and India have become the most important economic partners of Africa and their footprints are growing by leaps and bounds, transforming Africa's international relations in a dramatic way. Although the overall impact of China and India's engagement in Africa has been positive in the short-term, partly as a result of higher returns from commodity exports fuelled by excessive demands from both countries, little research exists on the actual impact of China and India's growing involvement on Africa's economic transformation. This book examines in detail the opportunities and challenges posed by the increasing presence of China and India in Africa, and proposes critical interventions that African governments must undertake in order to negotiate with China and India from a stronger and more informed platform.
This book shows the impact of the recent trade tensions between China and the US on the world trade order, and how parties have reached a deal (so called 'phase one', January 2020), which could lead to a more comprehensive agreement, and the consequences of these 'adjustments' in shaping new equilibriums.After 40 years, China has transformed into an economic superpower, which could now rival the US. This has evoked some concerns, and put the US in an uncomfortable position, as the US views the rise of China as a threat to its predominance and interests. However, China's development and its increasing economic power, which is a direct consequence of the ongoing reform process, is unstoppable.The confrontation between China and the US will favor Chinese expansion into the EU not only because the EU offers a more receptive environment for Chinese Foreign Direct Investment, but also because the EU and China have more in common if we consider the Belt And Road Initiative and the new bilateral investment agreement which is under negotiation. The EU, not only represents the final destination of the BRI, but also a more logical and convenient trade partner for China.The shift of Chinese attention toward the EU will also change the equilibrium between China, the EU and the US, bring forth the negotiation of new trade agreements, and move the entire international community towards a new world trade order and a new multilateralism which might evolve into a tripolarism.
This book examines the progress and reception of China’s Belt and Road Initiative (BRI) in key subregions of Asia, Africa and Europe. Through its exploration of the patchwork of distinctive sub regions of each continent, the book analyses how well the BRI accommodates sub regional variation as it attempts to integrate Asia, Africa, and Europe under Chinese auspices. Individual chapters focus on how developing subregions experience BRI relations with China, while others focus on how liberal powers seek to compete with China’s BRI agenda. The contributions also gauge the impact of the COVID-19 pandemic on the BRI in regional settings and point to its future implications. Offering a panoramic view of the vast mosaic of Asian, African, and European sub regions targeted by the BRI, this book will be of interest to scholars and students of International Relations and Global Political Economy as well as Chinese politics and those with an interest in the Belt and Road Initiative more broadly.
This book focuses on the basic science recently produced in Brazil for the improvement of sugarcane as a bioenergy crop and as a raw material for 2nd generation bioethanol production. It reports achievements that have been advancing the science of cell walls, enzymes, genetics, and sustainability related to sugarcane technologies and give continuity to the research reported in the “Routes to Cellulosic Ethanol”, from Springer. The Introduction (Chapter I) explains how the National Institute of Science and Technology of Bioethanol, founded in 2008 in Brazil, became part of the main international initiatives that started to search for forms to use biomass for bioethanol production in Brazil, US and Europe. Part I reports the advances in plant cell wall composition, structure and architecture, and physical characteristics of sugarcane biomass. These discoveries are opening the way to increased efficiency of pretreatments and hydrolysis, being therefore important information for 2nd generation processes as well as for biorefinery initiatives. Part II focuses on the discovery and characterization of hydrolases from microorganisms that could be used in industrial processes. Recent advances in the search for hydrolases using metagenomics is reported. A great number of genes and enzymes from microorganisms have been discovered, affording improvement of enzyme cocktails better adapted to sugarcane biomass. Part III reports two key issues in the process of 2G ethanol, pentose fermentation and sugarcane genetics. These are the discoveries of new yeast species capable of producing ethanol more efficiently from xylose and the advances made on the sugarcane genetics, a key issue to design varieties adapted to 2G ethanol production. Part IV approaches sustainability through two chapters, one discussing the sustainability of the sugarcane agricultural and environmental system and another discussing how national and mainly international policies of Brazil regarding 2G ethanol production affected the country’s strategies to establish itself as an international player in renewable energy area.
Eminent China scholar David Shambaugh's China Goes Global is the sweeping synthesis of that nation's growing prominence on the world stage that we have been waiting for. Thirty years ago, China's role in global affairs beyond its immediate East Asian periphery was decidedly minor. Its military was extremely weak, and it had little geostrategic power. As Shambaugh charts, though, China's expanding economic power has allowed it extend its reach and influence virtually everywhere. After establishing the main precondition—the astounding growth of the Chinese economy—Shambaugh turns his focus to the manifestations of China's global ambitions: its growing military power, characterized best by its current pursuit of a blue-water navy; its increasing cultural influence (i.e., "soft power"); and its new prominence in global governance institutions like the G-20. He is no alarmist, however. Rather, he will draw on his extremely deep knowledge of the subject to offer a balanced and well reasoned account of where China is now and where he thinks it is headed.
This book investigates China’s contemporary development cooperation mentality and modality through the case of its agricultural engagement with Africa. It identifies three models, namely traditional agro-aid, innovative agro-aid and agribusiness models, of Chinese current agro-development cooperation with Africa, and unpacks the different models by tracing their historical origins and examining the actual practice based on project-level fieldwork conducted in Mozambique and South Africa. The book provides a preliminary and qualitative evaluation of China’s current agro-development cooperation with Africa, and explains the ‘implementation gaps’ as observed on the ground adopting a public policy approach. It also compares the Chinese way of development cooperation with that of the traditional donors (particularly the OECD-DAC members), and calls for a broadening understanding for international development cooperation that can allow win-win ideology and embrace diversified cooperation forms beyond the official development assistance (ODA).
