In Climate Change Law in China in Global Context, seven climate change law scholars explain how the country’s legal system is gradually being mobilized to support the reduction of greenhouse gas emissions in China and achieve adaptation to climate change. There has been little English scholarship on the legal regime for climate change in China. This volume addresses this gap in the literature and focuses on recent attempts by the country to build defences against the impacts of climate change and to meet the country’s international obligations on mitigation. The authors are not only interested in China’s laws on paper; rather, the book explains how these laws are implemented and integrated in practice and sheds light on China’s current laws, laws in preparation, the changing standing of law relative to policy, and the further reforms that will be necessary in response to the 2015 Paris Agreement on Climate Change. Asian countries are among the largest contributors to climate change. China, India, Japan and South Korea are among the top ten largest carbon emitters in the world, with South Korea, Japan and Taiwan also some of the largest on a per capita basis. At the same time, many Asian countries, notably India, Taiwan, Japan, the Philippines and Thailand are among those most affected by climate change, in terms of economic losses attributed to climate-related disasters. Asia is an extremely diverse region, in terms of the political regimes of its constituent countries, and of their level of development and the nature of their civil societies. As such, its countries are producing a wide range of governance approaches to climate change. Covering the diversity of climate change governance in Asia, this book presents cosmopolitan governance from the perspective of urban and rural communities, local and central governments, state-society relations and international relations. In doing so it offers both a valuable overview of individual Asian countries’ approaches to climate change governance, and a series of case studies for finding solutions to climate change challenges.
The Council sponsors an Independent Task Force when an issue of critical importance to U.S. foreign policy arises, and it seems that a group diverse in backgrounds and perspectives may nonetheless be able to reach a meaningful consensus on policy through private and nonpartisan deliberations. Task Force members are asked to join a consensus signifying that they endorse "the general policy thrust and judgments reached by the group, though not necessarily every finding and recommendation." Individual views and dissents that sharpen differences of analysis and prescription are also encouraged. Once formed, Task Forces are independent. Upon reaching a conclusion, a Task Force issues a report, which the Council publishes and posts on its website. Task Force chairs, directors, and members are solely responsible for the content of their reports. Book jacket.
China’s recent climate-energy policy, an outcome of contemporary challenges, has generated conflict of interest amongst major stakeholders. Coupled with a boost in demand for oil, gas and coal, as well as a rapid growth in wind and solar power, it has not only affected domestic fossil fuel and renewable energy providers, but has also provoked a resource boom, affecting development pathways internationally. This book therefore seeks to examine the economic, social and ecological effects associated with China’s climate-energy policy. Assessing how the policy has been and will be formulated and implemented, it analyses the changing use of energy, CO2 emissions and GDP, as well as social and environmental impacts both domestically and internationally. It presents in-depth case studies on specific policies in China and on its resource exporting countries, such as Indonesia, Australia, Myanmar and Mongolia.
