This edited volume, China at 60, explores the interactions between China and the world, over the course of 60 years of Communist Party rule since 1949 and the impact of these interactions on China's domestic development. To understand China's development experience and its transformation, it is necessary to examine the trajectory of development from pre-reform to post-reform periods. While the book may concur with previous findings on the changing development of China under economic reform, more importantly, it demonstrates the areas of continuity of the PRC's existence over the entire six decades. To that end, a dual theme ? change-and-continuity and global-local interactions on China's development ? is adopted to assess the historical development of China's policies in various issueareas over the past 60 years. The focus is chiefly on the domestic impacts of China's increasing engagement with the world, the global implications of China's reform efforts and growing power, and the long-lasting uniqueness of this rising non-European nation.The book brings together a team of international experts to share their perspectives on global-local interactions within a range of different topics, including foreign policy, domestic politics, macroeconomic policy, the central-local relations, the People's Liberation Army, public health, energy security, finance and banking, foreign trade, and intellectual property rights, as well as changes in the state's policies towards interest groups such as ethnic minorities and women.
This book analyzes the changes in and development of China’s Foreign Aid Policy and Mechanisms over the past 60 years. It offers readers a thorough introduction to China’s Aid to Africa; its Aid to Southeast Asian Countries; its Aid Policy Toward Central Asian Countries; and its Aid to Latin America and the Caribbean Region, as well as their respective influence. Combining field research and surveys at the grass-roots level, the book argues that China’s foreign aid policy is intended to help other countries and has changed the strategic pattern of Western countries imposing blockades on New China, and has thus played a key role in expanding and strengthening China’s economic and political ties with many developing countries, restoring its legitimate seat in the United Nations and promoting the cause of cooperation with regard to international development. Focusing on concrete examples rather than abstruse theories, the book further argues that foreign aid requires practical policies, suitable expertise and technologies; at the same time, international development – a field largely overlooked by scholars of international relations – can offer profound principles to shape international relations and foreign aid.

Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

Kay Ann Johnson provides much-needed information about women and gender equality under Communist leadership. She contends that, although the Chinese Communist Party has always ostensibly favored women's rights and family reform, it has rarely pushed for such reforms. In reality, its policies often have reinforced the traditional role of women to further the Party's predominant economic and military aims. Johnson's primary focus is on reforms of marriage and family because traditional marriage, family, and kinship practices have had the greatest influence in defining and shaping women's place in Chinese society. Conversant with current theory in political science, anthropology, and Marxist and feminist analysis, Johnson writes with clarity and discernment free of dogma. Her discussions of family reform ultimately provide insights into the Chinese government's concern with decreasing the national birth rate, which has become a top priority. Johnson's predictions of a coming crisis in population control are borne out by the recent increase in female infanticide and the government abortion campaign.
The Chinese Communist system was from its very inception based on an inherent contradiction and tension, and the Cultural Revolution is the latest and most violent manifestation of that contradiction. Built into the very structure of the system was an inner conflict between the desiderata, the imperatives, and the requirements that technocratic modernization on the one hand and Maoist values and strategy on the other. The Cultural Revolution collects four papers prepared for a research conference on the topic convened by the University of Michigan Center for Chinese Studies in March 1968. Michel Oksenberg opens the volume by examining the impact of the Cultural Revolution on occupational groups including peasants, industrial managers and workers, intellectuals, students, party and government officials, and the military. Carl Riskin is concerned with the economic effects of the revolution, taking up production trends in agriculture and industry, movements in foreign trade, and implications of Masoist economic policies for China's economic growth. Robert A. Scalapino turns to China's foreign policy behavior during this period, arguing that Chinese Communists in general, and Mao in particular, formed foreign policy with a curious combination of cosmic, utopian internationalism and practical ethnocentrism rooted both in Chinese tradition and Communist experience. Ezra F. Vogel closes the volume by exploring the structure of the conflict, the struggles between factions, and the character of those factions.
Prior to the initiation of economic reforms and trade liberalization 36 years ago, China maintained policies that kept the economy very poor, stagnant, centrally-controlled, vastly inefficient, and relatively isolated from the global economy. Since opening up to foreign trade and investment and implementing free market reforms in 1979, China has been among the world's fastest-growing economies, with real annual gross domestic product (GDP) growth averaging nearly 10% through 2016. In recent years, China has emerged as a major global economic power. It is now the world's largest economy (on a purchasing power parity basis), manufacturer, merchandise trader, and holder of foreign exchange reserves.The global economic crisis that began in 2008 greatly affected China's economy. China's exports, imports, and foreign direct investment (FDI) inflows declined, GDP growth slowed, and millions of Chinese workers reportedly lost their jobs. The Chinese government responded by implementing a $586 billion economic stimulus package and loosening monetary policies to increase bank lending. Such policies enabled China to effectively weather the effects of the sharp global fall in demand for Chinese products, but may have contributed to overcapacity in several industries and increased debt by Chinese firms and local government. China's economy has slowed in recent years. Real GDP growth has slowed in each of the past six years, dropping from 10.6% in 2010 to 6.7% in 2016, and is projected to slow to 5.7% by 2022.The Chinese government has attempted to steer the economy to a "new normal" of slower, but more stable and sustainable, economic growth. Yet, concerns have deepened in recent years over the health of the Chinese economy. On August 11, 2015, the Chinese government announced that the daily reference rate of the renminbi (RMB) would become more "market-oriented." Over the next three days, the RMB depreciated against the dollar and led to charges that China's goal was to boost exports to help stimulate the economy (which some suspect is in worse shape than indicated by official Chinese economic statistics). Concerns over the state of the Chinese economy appear to have often contributed to volatility in global stock indexes in recent years.The ability of China to maintain a rapidly growing economy in the long run will likely depend largely on the ability of the Chinese government to implement comprehensive economic reforms that more quickly hasten China's transition to a free market economy; rebalance the Chinese economy by making consumer demand, rather than exporting and fixed investment, the main engine of economic growth; boost productivity and innovation; address growing income disparities; and enhance environmental protection. The Chinese government has acknowledged that its current economic growth model needs to be altered and has announced several initiatives to address various economic challenges. In November 2013, the Communist Party of China held the Third Plenum of its 18th Party Congress, which outlined a number of broad policy reforms to boost competition and economic efficiency. For example, the communique stated that the market would now play a "decisive" role in allocating resources in the economy. At the same time, however, the communique emphasized the continued important role of the state sector in China's economy. In addition, many foreign firms have complained that the business climate in China has worsened in recent years. Thus, it remains unclear how committed the Chinese government is to implementing new comprehensive economic reforms.China's economic rise has significant implications for the United States and hence is of major interest to Congress. This report provides background on China's economic rise; describes its current economic structure; identifies the challenges China faces to maintain economic growth; and discusses the challenges, opportunities, and implications of China's economic rise.
