How to sponsor a charter school, including the appeals process, is described, along with finance and fundraising, the funding approach, per-pupil expenditure, startup costs, facilities, temporary financial assistance, noninstructional services, and transportation. Issues of autonomy are described, such as waivers and control of budget, and information on oversight, renewal, and revocation is discussed. Details are also provided on teachers and staff, including teacher certification, salaries, pensions and benefits, and collective bargaining.
