As the balance of power in Asia shifts, relations among China, Japan, and the United States are becoming increasingly important for the future of the region as well as for the rest of the world. Trilateral relationships tend to be unstable, but the dynamics of China-Japan-U.S. relations are further complicated by historical enmities, differing systems of governance, competition in the economic and security realms, and growing interdependence. While most studies of these countries focus on their bilateral ties, "Getting the Triangle Straight" turns its attention to the ways in which they relate to one another in a trilateral context. In this volume, three leading experts from China, Japan, and the United States are joined by nine younger, emerging scholars to analyze the relationship and offer recommendations for better managing the volatile dynamics of trilateral relations. Japan and South Korea are Western-style democracies with open-market economies committed to the rule of law. They are also U.S. allies. Yet despite their shared interests, shared values, and geographic proximity, divergent national identities have driven a wedge between them. Drawing on decades of expertise, Brad Glosserman and Scott A. Snyder investigate the roots of this split and its ongoing threat to the region and the world. Glosserman and Snyder isolate competing notions of national identity as the main obstacle to a productive partnership between Japan and South Korea. Through public opinion data, interviews, and years of observation, they show how fundamentally incompatible, rapidly changing conceptions of national identity in Japan and South Korea—and not struggles over power or structural issues—have complicated territorial claims and international policy. Despite changes in the governments of both countries and concerted efforts by leading political figures to encourage U.S.–ROK–Japan security cooperation, the Japan–South Korea relationship continues to be hobbled by history and its deep imprint on ideas of national identity. This book recommends bold, policy-oriented prescriptions for overcoming problems in Japan–South Korea relations and facilitating trilateral cooperation among these three Northeast Asian allies, recognizing the power of the public on issues of foreign policy, international relations, and the prospects for peace in Asia.
In the twenty-first century, the Indo-Pacific, which spans from the western Pacific Ocean to the western Indian Ocean along the eastern coast of Africa, has emerged as a crucial geostrategic region for trade, investment, energy supplies, cooperation, and competition. It presents complex maritime security challenges and interlocking economic interests that require the development of an overarching multilateral security framework. This volume develops common approaches by focusing on geopolitical challenges, transnational security concerns, and multilateral institution-building and cooperation. The chapters, written by a cross-section of practitioners, diplomats, policymakers, and scholars from the three major powers discussed (United States, China, India) explain the opportunities and risks in the Indo-Pacific region and identify specific naval measures needed to enhance maritime security in the region. Maritime Security in the Indo-Pacific opens by introducing the Indo-Pacific and outlining the roles of China, India, and the United States in various maritime issues in the region. It then focuses on the security challenges presented by maritime disputes, naval engagement, legal issues, sea lanes of communication, energy transport, humanitarian assistance and disaster relief, as well as by nontraditional threats, such as piracy, terrorism, and weapons proliferation. It compares and contrasts the roles and perspectives of the key maritime powers, analyzing the need for multilateral cooperation to overcome the traditional and nontraditional challenges and security dilemma. This shows that, in spite of their different interests, capabilities, and priorities, Washington, Beijing and New Delhi can and do engage in cooperation to deal with transnational security challenges. Lastly, the book describes how to promote maritime cooperation by establishing or strengthening multilateral mechanisms and measures that would reduce the prospects for conflict in the Indo-Pacific region.

In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Resulting from three years of international, interdisciplinary research cooperation among academics and practitioners in Europe and the BICS countries within a project funded by the Volkswagen Foundation, this volume addresses one of the greatest global challenges. Specific focus lies on the bilateral energy dialogues and Strategic Partnerships between the EU and Emerging Powers regarding bilateral, inter- and transnational energy cooperation. How technology and bureaucracy shape collaborative scientific research projects: an empirical study of multiorganizational collaboration in the physical sciences. Collaboration among organizations is rapidly becoming common in scientific research as globalization and new communication technologies make it possible for researchers from different locations and institutions to work together on common projects. These scientific and technological collaborations are part of a general trend toward more fluid, flexible, and temporary organizational arrangements, but they have received very limited scholarly attention. Structures of Scientific Collaboration is the first study to examine multi-organizational collaboration systematically, drawing on a database of 53 collaborations documented for the Center for History of Physics of the American Institute of Physics. By integrating quantitative sociological analyses with detailed case histories, Shrum, Genuth, and Chompalov pioneer a new and truly interdisciplinary method for the study of science and technology. Scientists undertake multi-organizational collaborations because individual institutions often lack sufficient resources--including the latest technology--to achieve a given research objective. The authors find that collaborative research depends on both technology and bureaucracy; scientists claim to abhor bureaucracy, but most collaborations use it constructively to achieve their goals. The book analyzes the structural elements of collaboration (among them formation, size and duration, organization, technological practices, and participant experiences) and the relationships among them. The authors find that trust, though viewed as positive, is not necessarily associated with successful projects; indeed, the formal structures of bureaucracy reduce the need for high levels of trust--and make possible the independence so valued by participating scientists.
Economic diplomacy is changing. The multilateral organizations that dominated the last half of the twentieth century no longer monopolize economic affairs. Instead, countries are resorting to more modest 'minilateral' strategies like trade alliances, informal 'soft law' agreements, and financial engineering to manage the global economy. Like traditional modes of economic statecraft, these tools are aimed at both liberalizing and supervising international financial policy in a world of diverse national interests. What role do nationalism and popular protest play in China's foreign relations? Chinese authorities permitted anti-American demonstrations in 1999 but repressed them in 2001 during two crises in U.S.-China relations. Anti-Japanese protests were tolerated in 1985, 2005, and 2012 but banned in 1990 and 1996. Protests over Taiwan, the issue of greatest concern to Chinese nationalists, have never been allowed. To explain this variation, Powerful Patriots identifies the diplomatic as well as domestic factors that drive protest management in authoritarian states. Because nationalist protests are costly to repress and may turn against the government, allowing protests demonstrates resolve and makes compromise more costly in diplomatic relations. Repressing protests, by contrast, sends a credible signal of reassurance, facilitating diplomatic flexibility. Powerful Patriots traces China's management of dozens of nationalist protests and their consequences between 1985 and 2012.
