Sanderson, through whose persistence in the meetings of the General Committee, it was finally decided upon, and whose advice and assistance have been extended at every stage of its preparation for the press. The material as selected by Mr. Sanderson, the representative of the Gen eral Committee, has been published substantially as it was delivered, with the exception of a few sentences too personal for permanent preservation. The work of the editor has been, mainly, to arrange that the papers should be put in fit typographical form.
