China’s rise has upset the global balance of power, and the first place to feel the strain is Beijing’s back yard: the South China Sea. For decades tensions have smoldered in the region, but today the threat of a direct confrontation among superpowers grows ever more likely. This important book is the first to make clear sense of the South Sea disputes. Bill Hayton, a journalist with extensive experience in the region, examines the high stakes involved for rival nations that include Vietnam, India, Taiwan, the Philippines, and China, as well as the United States, Russia, and others. In the past decade, tensions in Asia have risen as Beijing has become more assertive in maritime disputes with its neighbors and the United States. Although taking place below the threshold of direct military confrontation, China’s assertiveness frequently involves coercive elements that put at risk existing rules and norms; physical control of disputed waters and territory; and the credibility of U.S. security commitments. Regional leaders have expressed increasing alarm that such “gray zone” coercion threatens to destabilize the region by increasing the risk of conflict and undermining the rules-based order. Yet, the United States and its allies and partners have struggled to develop effective counters to China’s maritime coercion. This study reviews deterrence literature and nine case studies of coercion to develop recommendations for how the United States and its allies and partners could counter gray zone activity.
Today's hearing will cover China's maritime disputes in the East and South China Seas. We'll examine the security, political, legal, and economic drivers of these disputes in our three panels today. The first panel will begin by discussing the broad security situation on the high seas. As China's maritime forces have become more capable over the past decade, Beijing has become more confident in its ability to assert its claims in the disputed areas. Beyond China's "hard" security concerns, however, other domestic, political, and legal elements shape China's policy in the East and South China Seas. Our second panel will consider popular nationalism as one of these elements. It has become a key driver of Chinese foreign policy as personality politics in Beijing has given way to a collective leadership seeking Party legitimacy. We'll conclude with a panel on how resources and economic drivers shape China's maritime disputes. Security of China's near seas is critical to the unimpeded flow of trade and imported energy resources. Though the natural resources in the East and South China Sea undoubtedly shape the security landscape, there appears to be a debate on the centrality of oil and gas resources to the dispute.
This book examines the emerging maritime security scene in Southeast Asia. It considers highly topical implications for the region of possible strategic competition between China and India - the rising naval powers of Asia - with a possible naval "arms race" emerging between these countries both with naval force development and operations. As part of its "Look East" policy, India has deployed naval units to the Pacific Ocean for port visits and exercises both with East Asian navies and the US Navy, but India is also concerned about the possibility of the Chinese Navy operating in the Indian Ocean. Even as the US-India defence relationship continues to deepen, the US and China are struggling to build a closer links. China’s and India’s strategic interests overlap in this region both in maritime strategic competition or conflict – which might be played out in the Bay of Bengal, the Malacca and Singapore Straits and the South China Sea. The sea lines of communication (SLOCs) through Southeast Asian waters constitute vital "choke points" between the Indian and Pacific Oceans carrying essential energy supplies for China and other Northeast Asian countries. Any strategic competition between China and India has implications for other major maritime players in the Pacific and Indian Oceans, especially Australia, the Republic of Korea and Japan, as well as the US. This book identifies possible cooperative and confidence-building measures that may contribute to enhanced relations between these two major powers and dampen down the risks associated with their strategic competition.
