A critical part of the history of regionalism in Latin America and the Caribbean is to be found in the widening of the economic and functional relationships among the English-speaking Caribbean to embrace other countries in the Greater Caribbean. Bringing together a range of international experts to explain the broad thrusts of CARICOM’s widening project and the opportunities and challenges it presents, the book pays particular attention to CARICOM’s relations with the French Caribbean territories. Providing a review of the pan-Caribbean landscape this volume notes the impact of these new relationships on internal CARICOM affairs; inter-regional/South-South cooperation; and political and legislative changes in European metropoles of the non-independent territories. It also contemplates recent developments in the region and globally, such as political instability in Brazil and Venezuela, Britain’s decision to leave the European Union and the policies of the Donald Trump administration. "The CARICOM Single Market and Economy (CSME) has for years been touted as the most critical pillar in Caribbean regional integration. Yet, for years, the implementation of the CSME stalled due to the absence of a common view as to its feasibility, the speed of its implementation, the institutional capacity, programming for public education and ultimately, its benefits. In this work, a special edition of the Integrationist, and put together by the UWI-CARICOM project, the CSME is explained in all its dimensions. The contents cover the background to the establishment of the CSME and perspectives on its implementation. The main provisions and expected benefits of the Single Market are also presented along with the strategic framework and efforts at resource mobilisation to make the CSME a reality. The importance of the Caribbean Court of Justice to the effective functioning of the CSME is also outlined. The book concludes with a call to the member states for a unity in both understanding and action in the pursuit of integration, not as choice, but rather as necessity. The work is complemented by the inclusion of several appendices notably the original 1989 Grand Anse Declaration, the 2005 PetroCaribe Agreement as well as an indicative plan of action by priorities and an outline of major technical assistance resource gaps. This book is a revision of Anthony Payne's 'The Politics of the Caribbean Community, 1961-79: Regional Integration amongst New States', and is the only one of its kind to offer a full account of the period from the end of Federation to the beginning and early years of CARICOM. Expanding on the previous publication, a third section has been added that picks up on the in-depth analysis which ended at 1979, discussing events from 1980-2007 including the CARICOM Single Market and Economy. The volume is divided into three parts - Part I: Origins and Establishment, 1961-73; Part II: Issues and Structures, 1974-79; Part III: Events 1980-2007 - which give an overview of the regional integration movement and its antecedents, making it suitable for students at the undergraduate and graduate levels. --
Large pelagic fish are important to the small-scale, commercial and recreational fisheries in many Caribbean Community countries. As most are transboundary, their management requires collaboration among countries in the context of international fisheries agreements. The FAO Technical Cooperation Programme project described in this report sought to assist CARICOM countries in formulating an approach to the development and management of large pelagic fisheries. The project compiled and reviewed a wide range of material, including status of resources, fishery harvest and post-harvest sectors, status of national and regional management initiatives, and the extent to which countries are engaged in international management activities such as those undertaken by the International Commission for the Conservation of Atlantic Tunas (ICCAT).
The maritime land and river boundary disputes between the adjacent South American countries of Suriname and Guyana existed long before the two nations gained independence from colonialism. Both countries claim sovereignty over three regions: the Courantyne River which separates them; the New River Triangle, which lies at the southern edge of the adjacent countries; and part of the Caribbean Sea, which extends north from their coastlines. The issue was of little importance until the discovery of important natural resources in the contested regions: gold deposits were found in the New River Triangle and offshore petroleum opportunities arose on the continental shelf. When both nations realized that timely resolution was economically crucial, they renewed efforts to achieve a comprehensive bilateral demarcation. However, a mutually agreeable settlement has proved far more elusive than anticipated.In Intervention Border and Maritime Issues in CARICOM, the contributors address this ongoing boundary dispute as well other maritime disputes between Barbados and Trinidad and Tobago and Guatemala and Belize. The background of the disputes are discussed in the context of international law as well as CARICOM s intervention and non-intervention. The major conflicts have tested the goodwill and ability of member states and CARICOM to find common ground at the leadership level. At a time when the Community is grappling with the erosion of preferential agreements as well as competition for aid from countries in the east of an expanded Europe, striking a harmonious balance with the self-interests of individual states in order to resolve conflict is of supreme importance.Recommendations for the resolution of conflict are offered, including a strengthening of Community mechanisms so as to avoid inciting external interference and intervention in any form. The assertion of individual interests however, will continue to test the flexibility and resourcefulness of CARICOM in absorbing and accommodating these interests. CARICOM must find a way between an inter-governmental approach and a supranational approach that best represents the interests of all of its members.
Economic and political integration have been a perennial and neuralgic issue in the Caribbean agenda. This paper draws on the literature on trade, growth and regional agreements to discuss the motivation behind the Caribbean drive for integration, the results obtained so far and what is in stock for the future. It argues, with the help of descriptive statistics, an empirical growth model and a gravity model, that the traditional, trade related gains from regional integration have been and are bound to be limited because of (i) the countries' high openness; (ii) the limited size of the common, enlarged market; and (iii) the countries' relatively similar factor endowments. It also argues, though, that gains in the area of non-tradables, due to economies of scale which cannot be mitigated by trade and openness, can be substantial.
