Many of the nations of the Caribbean that have become independent states have maintained as a central, organizing, nationalist principle the importance in the beliefs of the ideals of sovereignty, democracy, and development. Yet in recent years, political instability, the relative size of these nations, and the increasing economic vulnerabilities of the region have generated much popular and policy discussions over the attainability of these goals. This book explains how leaders in the Caribbean and Pacific regions balance the autonomy-viability dilemma of postcolonial statehood - that political self-determination is a hollow achievement unless it is accompanied by economic development - by practising statehood à la carte. Previous research has focused on the pursuit of decolonial self-determination through and above the nation state, via regionalism and internationalism, or by creating non-sovereign alternatives to it. This book looks at how communities have sought the same goals below the state, including via secession and devolution. Downsizing is typically portrayed as the antithesis of progressive, cosmopolitan internationalism and employed as evidence for the claim that the age of anticolonial self-determination has ended. In this book, Jack Corbett shows how these movements are animated by similar ideas and motivations that are rendered viable by the simultaneous pursuit of regional integration and forms of non-sovereignty. He argues that the à la carte pursuit of political and economic independence through, above, and below the state, and via non-sovereign alternatives to it, is a pragmatic response to the contradictions inherent to coloniality.

In 2011, Trinidad declared a state of emergency. This massive state intervention lasted for 108 days and led to the rounding up of over 7,000 people in areas the state deemed “crime hot spots.” The government justified this action and subsequent police violence on the grounds that these measures were restoring “the rule of law.” In this milieu of expanded policing powers, protests occasioned by police violence against lower-class black people have often garnered little sympathy. But in an improbable turn of events, six officers involved in the shooting of three young people were charged with murder at the height of the state of emergency. To explain this, the host of Crime Watch, the nation’s most popular television show, alleged that there must be a special power at work: obeah. From eighteenth-century slave rebellions to contemporary responses to police brutality, Caribbean methods of problem-solving “spiritual work” have been criminalized under the label of “obeah.” Connected to a justice-making force, obeah remains a crime in many parts of the anglophone Caribbean. In Experiments with Power, J. Brent Crosson addresses the complex question of what obeah is. Redescribing obeah as “science” and “experiments,” Caribbean spiritual workers unsettle the moral and racial foundations of Western categories of religion. Based on more than a decade of conversations with spiritual workers during and after the state of emergency, this book shows how the reframing of religious practice as an experiment with power transforms conceptions of religion and law in modern nation-states.
A Future without Borders (FWB) offers an explanation of why the recent, but by now distant, movements of the “Occupy Wall Street” activists have repeated themselves across the globe. The book demonstrates some of the processes inherent to an adapting cosmopolitanism (a call for civility, a call for Justice, a call for a collective responsibility or accountability) that is not individualistic in nature. This book critically examines the colonial dimensions of restorative justice through the lens of justice policy reform in Jamaica. Restorative justice is not new. Practices of restitution can be found throughout history, predominantly in non-Western traditions and religions. One of the key principles of restorative practices is contextualisation. That is, restorative practices are developed and embedded within the political, economic, and cultural context of the communities in which they are practised. Many of the countries that have gone on to develop restorative justice as part of their formal justice system have developed their policy on the model of their indigenous communities – for example, in Canada and in New Zealand. However, with the globalisation of restorative practices within the past decade, many countries have sought to ‘colonise’ restorative justice, by developing a standardised, best-practice approach. Instead of a practice that is developed and formed by its community, colonised restorative justice dictates that one size fits all. Examined through the lens of the development and implementation of restorative justice policies in Jamaica, this book argues that this Westernised approach diminishes the effectiveness of restorative justice in its capacity: to address the victim’s needs; to hold the offender accountable in a way that reintegrates them into society; and to empower the community by involving them in the provision of justice to victims. Restorative justice, then, must be decolonised –and local, indigenous practices acknowledged –if it is to achieve its aims. This book will be of interest to a range of scholars with interests in decolonisation, as well as alternative dispute resolution, especially those in sociolegal studies, criminology, human rights, social policy, political science, and Caribbean studies.
