The development of a system for forest monitoring and measurement, reporting and verification (MRV) is an on-going priority – and challenge – for REDD+ countries. Although many countries already have some form of national forest monitoring in place, the existing capacity often falls short of the level required to participate fully in REDD+. In this context, a group of experts from around the world met in September 2012 to share their experiences and to discuss some of the central – and at times controversial – issues for national forest monitoring readiness and REDD+.
National information needs on forests have grown considerably in recent years, evolving from forest area and growing stock information to key aspects of sustainable forest management, such as the role of forests in the conservation of biodiversity and the provision of other ecosystem services. More recently, information on changes in carbon stocks, socio-economic aspects including the contribution to livelihoods and poverty reduction, governance and broader land use issues has become critical for national planning.
Restoration ecology, as a scientific discipline, developed from practitioners’ efforts to restore degraded land, with interest also coming from applied ecologists attracted by the potential for restoration projects to apply and/or test developing theories on ecosystem development. Since then, forest landscape restoration (FLR) has emerged as a practical approach to forest restoration particularly in developing countries, where an approach which is both large-scale and focuses on meeting human needs is required. Yet despite increased investigation into both the biological and social aspects of FLR, there has so far been little success in systematically integrating these two complementary strands. Bringing experts in landscape studies, natural resource management and forest restoration, together with those experienced in conflict management, environmental economics and urban studies, this book bridges that gap to define the nature and potential of FLR as a truly multidisciplinary approach to a global environmental problem. The book will provide a valuable reference to graduate students and researchers interested in ecological restoration, forest ecology and management, as well as to professionals in environmental restoration, natural resource management, conservation, and environmental policy.
Forests are intrinsically linked to water – forested watersheds provide 75 percent of our accessible freshwater resources (Millennium Ecosystem Assessment, 2005) – and both forest and water resources are relevant to the achievement of all 17 Sustainable Development Goals. Despite the important interlinkages, the forest-water nexus is often unaccounted for in policy and planning. For example, three quarters of forests are not managed for soil and water conservation, which poses a fundamental challenge to achieving sustainable and resilient communities and ecosystems. It is paramount to employ an integrated approach to forest and water resources in management and policy that takes into account the complexity and contextual nature of forest-water relationships. To achieve this, we must improve our understanding of forest-water relationships within local contexts and at different scales, as well as our ability to design, implement, and learn from landscape approaches that both rely on these forest-water relationships, and impact them. In this context, FAO’s Forest and Water Programme has developed a module-based capacity development facilitation guide for project and community stakeholders involved in forest, water and natural resource management to ensure we apply our knowledge to better manage forests and trees for their multiple benefits, including water quantity, quality and the associated socio-economic benefits that people within and outside forests so heavily depend on.
Since 1946, FAO regularly monitors the world's forests through Global Forest Resources Assessments. The mandate to carry out these assessments stems both from the basic statutes of FAO and the Committee on Forestry (COFO). Divided into nine chapters, the publication covers the following topics: the extent of forest resources; biological diversity; forest health and vitality; productive functions of forest resources; protective functions of forest resources; socio-economic functions; progress towards sustainable forest management.
The book presents the current state and good practices of national forest inventories in monitoring wood resources and demonstrates pathways for harmonisation and improved common reporting. REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require  exibility and a phased approach to REDD+ implementation.
The Government of Kenya is in the process of establishing a National REDD+ Programme through the Kenya Forest Service (KFS). Two critical elements of the National REDD+ Programme are forest reference levels (FRL) and a National Forest Monitoring System (NFMS). This document describes the steps towards establishing the design of the NFMS and reference levels, through an enumeration and description of required tasks.
The terminal evaluation serves a double purpose of (i) providing evidence on project performance (delivery of results) for accountability and transparency purposes, and (ii) promoting learning and knowledge sharing within FAO and GEF and among the global and national partners to strengthen the institutional and technical capacities of countries to meet the ETF requirements of the Paris Agreement. The evaluation used a combination of methods to gather information: document review, semi-structured interviews of pilot country representatives, other key stakeholders and CBIT-Forest Partners, and project management and Project Steering Committee members, as well as a brief survey targeted at pilot country partners. The evaluation used interviews and surveys to provide evidence on project performance, with particular emphasis on assessing the achievement of outcomes and impacts, value-added and benefits provided through participation in the CBIT-Forest project, sustainability, general value-added and lessons learned.
