The increase from 15 to 25 Member States and the needs of cooperation amongst the different levels of the European Union (EU) - European, national, regional and local level – are posing a challenge to democracy. The lack of democratic legitimacy of today’s traditional system requires alternative ways of governing which are already developing. A solution to the question of legitimacy and structure is the deliberative democracy theory of John Dryzek. In this context Non-Governmental Organizations (NGOs), as representatives of civil society, are playing an important role and the EU promotes the cooperation with this sector. However, cooperation is concentrated on NGO umbrella organizations on the EU level. It is argued, that the socio-political strategy of the EU undermines the idea of deliberative democracy and in particular the function of NGOs. Through privileging selected, international networks the latter risk loosing their autonomy. Smaller and local NGOs tend to be left out, even though it is especially those that have close contact with the citizenry and the practical knowledge to develop strategies for solutions. Consequently, new socio-political structures need to aim at involving a wide range of NGOs of all sizes and levels into EU politics as partners next to international networks. EU politics need to become more flexible so that established traditions do not hazard the genuine representation and involvement of civil society in a deliberative sense and thus democratic legitimacy.

This book argues that non-governmental organizations (NGOs) have an important effect on political participation in the developing world. Contrary to popular belief, they promote moderate political participation through formal mechanisms such as voting only in democracies where institutions are working well. This is a radical departure from the bulk of the literature on civil society that sees NGOs and other associations as playing a role in strengthening democracy wherever they operate. Instead, Carew Boulding shows that where democratic institutions are weak, NGOs encourage much more contentious political participation, including demonstrations, riots, and protests. Except in extreme cases of poorly functioning democratic institutions, however, the political protest that results from NGO activity is not generally anti-system or incompatible with democracy - again, as long as democracy is functioning above a minimal level.
Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.
The integration of ten Central and East European countries (CEEC) into the EU as part of the 2004 and 2007 enlargements poses new challenges to EU governance, as the number of countries involved has thereby increased dramatically. However, the actors coming from the new member states also face challenges as they attempt to integrate themselves into EU decision-making processes. This book analyses the attempts of of civil society organisations from the Czech Republic and Poland to engage in EU governance in four policy fields. The guiding question is whether civil society organisations from the Central and East European member states have (or can gain) the capacity for meaningful participation in EU governance.After an introductory part, which outlines the analytical framework and offers a review of the literature, the actors and rules of EU governance are profiled. The third and fourth parts of the book then present case studies. The case studies address the civil society organisations most actively involved in EU governance, namely typical NGOs, trade unions, employers’ organisations and business associations.

This book examines how mass media debates have contributed to the politicization of the European Union. The public controversies over the EU’s attempted Constitution-making (and its failure) sowed the seeds for a process of politicization that has advanced ever since: an increasing visibility for the EU in mass-mediated public debates that is combined with a growing public contestation over Europe within national politics. The book presents an original systematic study of the emerging field of political discourse carried by the mass media in France, Germany and Britain to examine the performance of Europe’s public sphere. At the global level, civic space is narrowing and thus efforts to protect and promote it are more important than ever. The OECD defines Civic Space as the set of legal, policy, institutional, and practical conditions necessary for non-governmental actors to access information, express themselves, associate, organise, and participate in public life. This document presents the Civic Space Scan of Finland, which was undertaken at the request of the Finnish government and is the first OECD report of its kind. OECD Civic Space Scans in particular assess how governments protect and promote civic space in each national context and propose ways to strengthen existing frameworks and practices. The Scan assesses four key dimensions of civic space: civic freedoms and rights, media freedoms and digital rights, the enabling environment for civil society organisations, and civic participation in policy and decision making. Each respective chapter of the report contains actionable recommendations for the Government of Finland. As part of the scan process, a citizens' panel - also overseen by the OECD - was held in February 2021 and generated a wide range of recommendations for the government from a representative microcosm of Finnish society.
