This background paper to the Pearson-Dickey Conference (Whitehorse, Yukon, May 1990) focusses on issues common to Alaska and the Yukon (Arctic National Wildlife Refuge, potential pipelines, potential port sites on the Beaufort Sea coast, offshore petroleum developments and possible military developments) and attempts to assess the effectiveness of existing agreements and arrangements which address them.
The authors argue that despite a shared continent and heritage, ambivalence has always characterized relations between the two countries - an ambivalence stemming from differences that Americans underestimate and that Canadians overstate. Thompson and Randall begin with the century in which Canada was a pawn in the relations between the United States and Great Britain. They consider the years until World War II, during which Canada and the United States erected many of the bilateral institutions and mechanisms that govern their relationship in the twentieth century. The authors then explore the World War and Cold War alliance based on economic interest and shared anti-Communist that made Canada part of a "new American empire." The years from 1960 until 1984 most merit their subtitle, Ambivalent Allies, as it was then that this continental consensus fragmented. In 1984 the relationship was restored as Canada's Conservative government embraced the United States with an ardour that stunned a Canadian body politic nurtured on the milk of anti-Americanism. The authors consider the economic and social dimensions of the relationship, from Canadian responses to the increasing weight of the U.S. cultural presence, to the archaic stereotypes through which Canadians and Americans understand each other. They conclude that while Canadians have been obsessed with the United States, Canada has been a matter of consuming disinterest to the United States public and to most of its leaders. Despite the oft-repeated platitudes about a "special relationship" between the two countries, the authors maintain that what is striking is the extent to which U.S. policy toward Canada conforms to U.S. policy toward the rest of the world. For its part, Canada's preoccupation with the United States has shaped Canadian national policies. Any apparent contemporary trend toward consensus and convergence between the United States and Canada, they conclude, must be viewed through the lens of two centuries of ambiguity and ambivalence.
September 11, 2001 marked the beginning of a new era of security imperatives for many countries. The border between Canada and the United States suddenly emerged from relative obscurity to become a focus of constant attention by media, federal and state/provincial governments on both sides of the boundary, and the public at large. This book provides a comprehensive examination of the Canada-USA border in its 21st century form, placing it within the context of border and borderlands theory, globalization and the changing geopolitical dialogue. It argues that this border has been reinvented as a 'state of the art', technology-steeped crossing system, while the image of the border has been engineered to appear consistent with the 'friendly' border of the past. It shows how a border can evolve to a heightened level of security and yet continue to function well, sustaining the massive flow of trade. It argues whether, in doing so, the US-Canada border offers a model for future borderlands. Although this model is still evolving and still aspires toward better management practices, the template may prove useful, not only for North America, but also in conflict border zones as well as the meshed border regions of the EU, Africa's artificial line boundaries and other global situations.

The North American Arctic addresses the emergence of a new security relationship within the North American North. It focuses on current and emerging security issues that confront the North American Arctic and that shape relationships between and with neighbouring states (Alaska in the US; Yukon, Northwest Territories and Nunavut in Canada; Greenland and Russia). Identifying the degree to which ‘domain awareness’ has redefined the traditional military focus, while a new human rights discourse undercuts traditional ways of managing sovereignty and territory, the volume’s contributors question normative security arrangements. Although security itself is not an obsolete concept, our understanding of what constitutes real human-centred security has become outdated. The contributors argue that there are new regionally specific threats originating from a wide range of events and possibilities, and very different subjectivities that can be brought to understand the shape of Arctic security and security relationships in the twenty-first century.
Border security has been high on public-policy agendas in Europe and North America since the September 11, 2001 attacks on the World Trade Centre in New York City and on the headquarters of the American military in Washington DC. Governments are now confronted with managing secure borders, a policy objective that in this era of increased free trade and globalization must compete with intense cross-border flows of people and goods. Border-security policies must enable security personnel to identify, or filter out, dangerous individuals and substances from among the millions of travelers and tons of goods that cross borders daily, particularly in large cross-border urban regions. This book addresses this gap between security needs and an understanding of borders and borderlands. Specifically, the chapters in this volume ask policy-makers to recognize that two fundamental elements define borders and borderlands: first, human activities (the agency and agent power of individual ties and forces spanning a border), and second, the broader social processes that frame individual action, such as market forces, government activities (law, regulations, and policies), and the regional culture and politics of a borderland. Borders emerge as the historically and geographically variable expression of human ties exercised within social structures of varying force and influence, and it is the interplay and interdependence between people's incentives to act and the surrounding structures (i.e. constructed social processes that contain and constrain individual action) that determine the effectiveness of border security policies. This book argues that the nature of borders is to be porous, which is a problem for security policy makers. It shows that when for economic, cultural, or political reasons human activities increase across a border and borderland, governments need to increase cooperation and collaboration with regard to security policies, if only to avoid implementing mismatched security policies.
