Federal land management agencies (FLMA) within the Department of the Interior and Agriculture administer revenue-sharing programs to compensate states and counties for the tax-exempt status of federal lands within their boundaries. This report provides information on: the programs that the FLMA's use to compensate states and counties and identify the major differences among these programs; the processes that Calif., Oregon, and Wash. (COW) use to distribute the federal payments to the counties and the major differences among them; and (3) the amount of federal compensation that COW received and distributed to their counties.
