La calidad es un concepto que varía con el tiempo. Las especificaciones de un producto o servicio van modificándose con el paso de los años y es importante situarnos en esa cronología para poder efectuar un análisis profundo e integral del concepto que nos atrae.En el ámbito educativo se ve esta realidad de forma contundente. Lo que hace 10 años era un servicio escolar de calidad, es hoy obsoleto. Although in Latin America there are no educational programs specialized in comparative education, as there are in some European, Oriental and North American universities, there are scholars who cultivate this field. With the production of this book, the authors -most of them affiliated to member organizations of the World Council of Comparative Education Societies- are walking towards a Latin American network of researchers with an interest in establishing a dialogue with non-Spanish speaking colleagues from the rest of the world. This is the reason of our effort in writing most of the chapters in English. Comparative education, as all disciplinary fields, has evolved with different ways of thinking, approaching and constructing its objects of research and analysis, which are nurtured by different epistemological traditions living together in our times, enriching and bringing complexities. From Argentina, Chile, Uruguay, Brazil, Peru, Venezuela, Costa Rica and Mexico, the authors of the book pose questions, historical descriptions, reflections, discussions and cases to set forth their views.
La riqueza que nos ofrece este libro se puede medir en el enfoque de su desarrollo. Alejándose de posturas clásicas de la investigación social, esta investigación ha podido constatar que existe una gran brecha entre el diseño de la política y su implementación. Indagar esta realidad desde los condicionantes que la han producido, reconocer la complejidad de las relaciones de las reformas y el papel de las instancias organizativas que funcionan como mediadoras modificando los resultados, instalar un juicio de realidad entre lo deseable y lo posible, servirá sin duda para paliar futuros desengaños en las reformas por venir.
El debate en la Flacso México que se realizó por parte de los expertos en el tema sobre la reciente reforma educativa, ha hecho visible que se trata de una reforma que, además de imbricar aspectos técnicos y políticos, ha dado un lugar estratégico a la Ley General del Servicio Profesional Docente. Estas decisiones se explican porque la apuesta gubernamental consiste en detonar cambios en la calidad educativa a través de la ruta aparentemente técnica de la profesionalización docente. Sin embargo, los análisis aquí reunidos muestran que tales decisiones entran en tensión con los beneficios políticos ganados por el magisterio desde tiempo atrás, que un replanteamiento laboral no significa ni asegura un cambio en la calidad educativa, y que el gran reto consiste en desatar el nudo de una reforma que ha tomado como sus ejes el control y la centralización encubiertos de evaluación, pero sin poner en riesgo la gobernabilidad del sistema educativo.

Concerns about quality mathematics education are often posed in terms of the types of mathematics that are worthwhile and valuable for both the student and society in general, and about how to best support students so that they can develop this mathematics. Concerns about equity are about who is excluded from the opportunity to develop quality mathematics within our current practices and systems, and about how to remove social barriers that systematically disadvantage those students. This collection of chapters summarises our learning about the achievement of both equity and quality agendas in mathematics education and to move forward the debate on their importance for the field.
