This study developed from a keen interest in the politics of contemporary Africa, especially in regard to the seemingly intractable problem of political dependence with its economic correlate of underdevelopment. The most interesting contemporary work on African political economy explores the link between economic underdevelopment and political dependence. Development and independence are seen as moving in the same direction in the long run, even if in the short run there appear to be inherent contradictions in their immediate needs in a concrete situation. The focus of this work emphasizes the internal contradictions’ (such as exist between the bureaucracy and the political leadership) within Tanzania rather than the external linkages.
Despite massive infusions of financial and technical assistance from the northern hemisphere, Africa is worse off today - economically, societally, and environmentally - than it was 30 years ago. But were economic development, poverty alleviation, and democracy ever actually the objectives of either donor or recipient states in the first place? To what extent was the limitless potential of the self-reliance strategy foreclosed by the corrupting power of foreign aid? As much as military power, propaganda, or diplomacy, "aid" is - realistically and essentially - one of the economic instruments of statecraft and, as such, has historically been used as a policy tool for various attempts at influence. While policies and strategies on both sides of the aid process may give primacy of place to development, actual practice almost invariably reveals the opposite, as donor and recipient alike employ aid resources to pursue their respective national, class, or even regime interests. Through the Tanzanian experience of "Big Brother's" helping hand, the author examines the true role of foreign aid in the development process and exposes certain widely-held myths about that role.
This study considers the role of civil society in Tanzania's development and transition to democracy. It analyses the structures and management of civil groups, and their relationships with communities and government, so as to determine the extent to which they represent a force for change. Professor Mushi, widely published political scientist at the University of Dar es Salaam, argues that capactity is still limited due to a lack of resources, trained personnel and management capacity. Moreover, civil society is hampered by a lack of autonomy because the state, although withdrawing from being sole service-provider in Tanzania, still holds sway over civil groups.
The gestation period of this collection has been lengthy even by academic stan dards. Some of our long-suffering contributors prepared their original drafts for a workshop held in Nairobi in 1967, and although they have all up-dated their contributions they are still essentially reporting on research conducted in the late 1960s. However, we feel that their various findings and analyses of the issues they respectively treat have a continuing validity in our comprehension of the problem of rural development. Other contributions reporting on more recent work have been incorporated at different times since, most of them not commissioned especially for this symposium but all adding something to our understanding of the problem. The slow accumulation of material which makes up this fmal collection parallels an evolution in our own collective thinking, if indeed not that of most students of 'development' over the past decade. The progression has not been towards fmal clarification of the complex and changing East African realities, nor towards formulation of an accepted model for their analysis; rather, it has been marked by the questioning of the initial, somewhat simplistic assumptions with which some of us started out and a continuing debate and widening polar ization of views about the significance of that process of government 'pene tration' of the rural areas which is our focus, about the positive or negative value of 'development' policies in East Africa and, indeed, about the appropri ate theoretical approaches to the study of 'development' in general.
