One of the key ingredients of success in building internationally competitive industries lies in amassing a sizeable pool of competent suppliers of parts, components and accessories. This monograph examines how in developing countries suppliers of mechanical components at the low end of the technological trajectory build up key capabilities over time. The focus is on Vietnam’s motorcycle industry, which was rapidly transformed from a small, highly protected market to the world’s fourth largest motorcycle producer. This rare success resulted from intense competition between leading Japanese motorcycle manufacturers and local Vietnamese assemblers of imported Chinese components both attempting to gain supremacy in the emerging market. In particular, the book analyzes how local Vietnamese suppliers of motorcycle components exploited participation in contrasting types of value chains developed by the two groups of leading manufacturing firms, referred to here as Japanese and/or Vietnamese–Chinese chains, for accumulating strategic know-how. On the basis of historical evidence and recent empirical data collected through repeated rounds of in-depth fieldwork the analysis finds first, those suppliers’ learning trajectories evolved over time resulting in a divergence in learning performance extending across suppliers in later phases of industrial development. In the later stage, high-performing suppliers amassed basic innovative expertise, constituting the bedrock of this fast-growing industry. Second, the analysis finds that the diverging performance can be explained by the combination of roles played by lead firms in inducing and facilitating supplier learning and those of suppliers in mobilizing their own sources of knowledge. These conclusions not only provide dynamic, insightful accounts of supplier learning in developing country contexts but also make key theoretical and methodological contributions to the research on value chain participation and supplier learning.

First published in 1999, this volume examines technology in developing countries with a focus on Vietnam. One of the world’s poorest countries, Vietnam has begun rehabilitation following the Vietnam War. Tran Ngoc Ca had four aims for this study. First, exploration of the development of TC in Vietnamese industrial companies and looks at how the learning process is related to the accumulation of TC. Second to detail links between macro environment factors and micro internal actions of firms and their impact on TC. Third, addressing specific issues in comparison with other developing countries and transitional economies. Fourth and finally, to provide a background for the implementation of policy concerned with enhancing TC acquisition.
Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but children don't learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity building efforts. The book then analyses this evidence, identifying capability traps that hold many governments back - particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.
This book studies the industrial development of Japan since the mid-nineteenth century, with particular emphasis on how the various industries built technological capabilities. The Japanese were extraordinarily creative in searching out and learning to use modern technologies, and the authors investigate the emergence of entrepreneurs who began new and risky businesses, how the business organizations evolved to cope with changing technological conditions, and how the managers, engineers, and workers acquired organizational and technological skills through technology importation, learning-by-doing, and their own R & D activities. The book investigates the interaction between private entrepreneurial activities and public policy, through a general examination of economic and industrial development, a study of the evolution of management systems, and six industrial case studies: textile, iron and steel, electrical and communications equipment, automobiles, shipbuilding and aircraft, and pharmaceuticals. The authors show how the Japanese government has played an important supportive role in the continuing innovation, without being a substitute for aggressive business enterprise constantly venturing into unfamiliar terrains.
Abstract: China is increasing its outlay on research and development and seeking to build an innovation system that will deliver quick results not just in absorbing technology but also in pushing the technological envelope. China's spending on R & D rose from 1.1 percent of GDP in 2000 to 1.3 percent of GDP in 2005. On a purchasing power parity basis, China's research outlay was among the world's highest, far greater than that of Brazil, India, or Mexico. Chinese firms are active in the fields of biotechnology, pharmaceuticals, alternative energy sources, and nanotechnology. This surge in spending has been parallel by a sharp increase in patent applications in China, with the bulk of the patents registered in the areas of electronics, information technology, and telecoms. However, of the almost 50,000 patents granted in China, nearly two-thirds were to nonresidents. This paper considers two questions that are especially important for China. First, how might China go about accelerating technology development? Second, what measures could most cost-effectively deliver the desired outcomes? It concludes that although the level of financing for R & D is certainly important, technological advance is closely keyed to absorptive capacity which is a function of the volume and quality of talent and the depth as well as the heterogeneity of research experience. It is also a function of how companies maximize the commercial benefits of research and development, and the coordination of research with production and marketing.

What accounts for export success? A team of international contributors show that learning and capability formation are critical to sustain competitiveness. Through a series of case studies of firms in the textile and garment and electronics industries of five Asian economies - Korea, Taiwan, Thailand, Indonesia and Vietnam - Technological Capabilities and Export Success in Asia demonstrates that cheap labour, combined with currency devaluation, is no longer sufficient for export success.
This book provides a pragmatic analytical model grounded on the solid idea that technologies and the accompanying implementation efforts only make sense if they are successfully deployed in markets. The analytical model also provides an exhaustive analysis of all critical variables at the global, regional and national levels, which contribute to failure or success of technology transfer efforts. The model is validated by an incisive analysis of technology transfer experiences of Japan, Korea, Singapore, Taiwan (province of China), and Malaysia. While this book finds that these East Asian countries have had both diverging and converging models, and experiences with technology transfer, the enduring and fundamental aspects of technology transfer in specific industrial sectors and economic growth in these countries is then used to draw lessons for African countries. This book therefore is a timely and compelling piece of research work that provides valuable answers to the increasingly urgent question of how African countries can industrialize through technology transfer to meet their economic development and growth ideals.
